2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ESTABLISHING THE POSITION OF CRIMINAL INVESTIGATION
3 OFFICER AND APPROVING THE JOB DESCRIPTON.
4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: The position of Criminal Investigation Officer, Range 1395, $3,183
7
8 $3,869 per month, is hereby established and the job description for said position,
9 attached hereto as Exhibit "A", is approved; and
10 SECTION 2: The Director of Human Resources is authorized to updat_
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
12 SECTION 3: The Director of Finance is authorized to amend the FY 2014/1
13 budget to reflect these actions.

CRIMINAL INVESTIGATION OFFICER
JOB SUMMARY
Under general supervision, performs complex and specialized investigative liaison duties
involved in the enforcement of municipal, state and federal criminal laws in support of the Police
Department's Investigative functions; and performs related work as required.
DISTINGUISHING CHARACTERISTICS
The Criminal Investigation Officer is a specialized non-sworn classification that performs
journey-level professional duties of an investigative nature within the Police Department's
Detective Bureau. The incumbent carries a full criminal caseload and has the responsibility for
full resolution of each case assigned to him. The incumbent's primary duties include the
investigation and preparation for prosecution of cases involving the violation of laws.
Supervision is received from a Police Sergeant.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude it from the
position if the work is similar, related or a logical assignment to this class.
1. Investigates a variety of crimes in support of the enforcement of municipal, state, and
federal criminal laws. These crimes may include but are not limited to robbery, grand
theft auto, grand theft, check fraud, violations of court orders, embezzlements, arson,
counterfeit money, vandalism, domestic violence, illegal discharge of firearms,
possession of illegal weapons, burglary, trespassing, missing persons and other
offenses.
2. Interviews suspects, victims, witnesses and involved parties; prepares photographic
lineups and shows it to victims and witnesses.
3. Obtains and utilizes bank statements, medical records, other agency reports, phone
records, court documents, security recordings, etc. as needed for investigations.
4. Accesses county, state, interstate and national law enforcement records and information
systems for the purpose of retrieving data.
5. Prepares comprehensive reports including case documents and materials for
submission to the District Attorney for prosecution, within set timelines.
6. Submits cases to the District Attorney for prosecution, records and repackages cases,
contacts judges for warrants and files warrants with the Court Clerk and Sheriff's
Department.
7. Researches case status through court and departmental records, compiles and
maintains a database on case dispositions.
8. Maintains logs for DNA research and prepares reports for Department of Justice on
missing persons.

9. Conducts firearms traces through Alcohol, Tobacco and Firearms (ATF), prepares
reports on firearms used in crimes, and conducts background checks prior to release of
firearms.
10. Investigates and handles disposition of counterfeit money to Secret Service.
11. Prepares and maintains statistical and operational logs, records and maintains
computerized databases related to assigned investigative area, prepares monthly
reports.
12. Determines when property/evidence can be released and completes paperwork.
13. Testifies in court and is subject to emergency call-outs as necessary.
14. Responds to questions and requests for information related to cases, assigned and
unassigned, from the public and other agencies. Shares rotation of the Officer-of-the-
Day duties with detectives.
15. Trains new Criminal Investigation Officers.
16. Operates City vehicles.
17. Routinely adheres to and maintains a positive attitude towards City and Department
goals.
18. Performs related work as required.
GENERAL QUALIFICATIONS
Knowledge of
1. Federal, state and local laws and regulations, including Penal Code, Vehicle Code,
Welfare and Institution and Municipal Code, applicable to assigned area of responsibility.
2. Justice system procedures including the District Attorney's office and the Criminal Court
System.
3. Basic principles of investigation and basic criminal investigative techniques.
4. Police department objectives, procedures and terminology.
5. Efficient customer service skills and techniques.
6. Audiovisual interviewing techniques.
7. Modern office procedures, methods and equipment including computer-related software
programs.
8. Operations and requirements for the use of national, state, county, and criminal
computer information systems including, but not limited to, California Law Enforcement
Telecommunication System (CLETS), National Crime Information Center (NCIC),
Department of Motor Vehicles (DMV), Criminal Offender Record Information (CORI),
Missing and Unidentified Persons Unit (MUPS), Automated Firearms System (AFS),
Mental health, Jail Information Management System (JIMS) and District Attorney (DA)
Star.
9. Privacy requirements of police information.
10. Principles and practices of sound business communications, correct English usage,
including spelling, punctuation, and grammar.
11. Safe operation of motor vehicles.
Ability to:
1. Read, learn, interpret and apply municipal, state and federal laws and regulations,
department policies, rules and procedures as applicable to assigned cases.
2. Gather, analyze and evaluate facts and evidence applicable to assigned cases and draw
sound and valid conclusions.
3. Analyze situations and adopt an effective course of action.
4. Collect and utilize information from various law enforcement and criminal databases.

5. Operate a variety of office and police equipment, including a computer and applicable
software programs, and hand-held radios.
6. Prepare accurate and comprehensive forms and reports.
7. Develop and maintain effective working relationships with other agencies, the public and
other police personnel.
8. Perform a variety of complex case packaging and data entry duties with speed and
accuracy.
9. Understand and carry out oral and written instructions.
10. Communicate clearly and concisely, both orally and in writing.
11. Work with a high degree of independence.
MINIMUM QUALIFICATIONS
Any combination of education and experience that provides the required knowledge, skills, and
abilities to perform the essential job duties of the position is qualifying.
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from high school or GED equivalent; and three (3) years of professional investigative
experience with a law enforcement agency or claims investigation and analysis experience.
An Associate's degree or higher from an accredited college or university in business
administration, public administration, economics, finance, accounting, psychology,
criminology, criminal justice, police science, or a closely-related field; may be used in
combination with experience to provide the necessary knowledge, skills and abilities
previously listed. A bachelor's degree is desirable.
Completion of a Basic Criminal Investigations Course, State of California Criminal Justice
computer systems training is desirable.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California Driver's license and ability to maintain insurability under the City's vehicle
insurance program is required.

While performing the duties of this job, the employee is regularly required to sit or stand for
prolonged periods; talk and hear, both in person and by telephone; use hands to finger, handle
and feel computers and standard business equipment; and reach with hands and arms. The
employee is frequently required to stand and walk. The employee is required to lift and carry
materials and supplies weighing up to 20 pounds.
Specific vision abilities required by this job include close vision and the ability to adjust focus.

The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this class. Reasonable accommodations
