2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ESTABLISHING THE POSITION OF BUILDING MAINTENANCE
3 DIVISION MANAGER (U) AND APPROVING THE JOB DESCRIPTION.
4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: The position of Building Maintenance Division Manager (U), Rang-
7
8 4540, $6,561 - $7,975 per month, is hereby established and the job description for said
9 position, attached hereto as Exhibit "A," is hereby approved.
10 SECTION 2: The Director of Human Resources is hereby authorized to updat=
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions.
12 SECTION 3: The Director of Finance is hereby authorized to amend the F
13 2014/15 budget to reflect these actions.

BUILDING MAINTENANCE DIVISION MANAGER(U)
JOB SUMMARY
Under administrative direction, develops, organizes and directs programs and personnel of the
Building Maintenance Division within the Public Works Department, consisting of Facilities
Maintenance, HVAC, and Custodian Sections; coordinates assigned activities with other
divisions, departments and outside agencies; provides highly responsible and complex
administrative support to the Director of Public Works; and performs related work as required.
DISTINGUISHING CHARACTERISTICS
The class of Building Maintenance Division Manager is in the Operations and Maintenance
Division of the Public Works Department. This position reports to the Director of Public Works
and exercises supervision over all building maintenance functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude it from the
position if the work is similar, related or a logical assignment to this class.
1. Provides courteous and expeditious customer service to the general public and City
department staffs.
2. Assumes management responsibility for assigned services and activities of the Building
Maintenance Division including developing, planning, organizing and directing activities
and personnel relevant to development, maintenance and construction of all City
facilities.
3. Manages and participates in the development and implementation of goals, objectives,
policies and priorities for assigned programs; recommends and administers policies and
procedures.
4. Monitors and evaluates the efficiency and effectiveness of service delivery methods and
procedures; recommends, within departmental policy, appropriate service and staffing
levels.
5. Plans, directs, coordinates and reviews the work plan for building maintenance staff;
assigns work activities, projects and programs; reviews and evaluates work products,
methods and procedures; meets with staff to identify and resolve problems.
6. Plans and directs building maintenance and repairs; plans and directs the maintenance
public buildings.
7. Visits and observes facilities Section operations and staff on a regular basis to ensure all
services and activities adhere to established City policies and procedures.
8. Reviews and verifies for accuracy all time cards received from employees.
9. Prepares plans and drawings for building maintenance and repairs to existing buildings;
develops building maintenance contracts; prepares estimates of time, materials and
equipment specifications.

10. Selects, trains, motivates and evaluates buildings maintenance personnel; provides or
coordinates staff training; works with employees to correct deficiencies; implements
discipline and termination procedures.
11. Oversees and participates in the development and administration of the division's annual
budget; participates in the forecast of funds needed for staffing, equipment, materials
and supplies; monitors and approves expenditures; implements adjustments.
12. Serves as the liaison for the division with other divisions, departments and outside
agencies.
13. Provides responsible staff assistance to the Director of Public Works.
14.Attends and participates in professional group meetings; stays abreast of new trends
and innovations in the field of building maintenance services; conducts staff meetings as
necessary.
15. Responds to and resolves difficult and sensitive citizen inquires and complaints.
16. Routinely adheres to and maintains a positive attitude towards City and Department
goals.
17. Performs related work as required.
GENERAL QUALIFICATIONS
Knowledge ot
1. Public Commercial Buildings.
2. Appropriate safety precautions and procedures.
3. Administration, operation, maintenance and management of multiple buildings.
4. Methods, supplies and tools used in HVAC, electrical, plumbing, painting, carpentry and
general building maintenance.
5. Principles of management, administration, budgeting, supervision, training and public
relations.
6. Custodial Services.
7. Construction and Maintenance contract administration.
8. Principles and practices of municipal budget preparation and administration.
9. Pertinent Federal, State and local laws, codes and regulations.
Ability to:
1. Supervise a large number of staff members, with various skill sets.
2. Plan a division work program.
3. Appraise workloads.
4. Plan work schedules.
5. Prepare comprehensive maintenance reports.
6. Develop a division budget.
7. Communicate clearly and concisely, both orally and in writing.
8. Establish and maintain effective relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS
Any combination of education and experience that provides the required knowledge, skills, and
abilities to perform the essential job duties of the position is qualifying. Incumbents will possess
the most desirable combination of training, skills, and experience, as demonstrated by their past
and current employment.
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from an accredited college or university with a Bachelor's degree in Architecture,

Construction, Business or Public Administration or a closely related field, and five (5) years
of responsible administration experience in building maintenance construction. Additional
qualifying experience may be substituted on a year-to-year basis.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
Possession of a valid Class"C" California Driver's License is required.
Certification as a Universal Technician by an Environmental Protection Agency (EPA) —
approved certifying organization and maintain certification throughout term of employment in
this position.
A California State Contractor's License is preferred.

up to 80 pounds.
Specific vision abilities required by this job include the ability to see in the normal visual range,
with or without correction; vision sufficient to read small print, computer screens and other
printed documents.
Hear in the normal audio range, with or without correction.
