Municipal Election be consolidated with the November 4, 1997 Consolidated Election conducted
by the County of San Bernardino.

SUBJECT: Resolution ... Requesting that the Board of Supervisors of the County of San
Bernardino permit the County Registrar of Voters to render services to the City
of San Bernardino relating to a general municipal election to be held on February
3, 1998
BACKGROUND INFORMATION•
Elections Code Section 10002 provides that the governing body of any city may by resolution
request the county board of supervisors to permit the county elections official to render specified
services to the city relating to the conduct of an election
The City's primary municipal election was consolidated with the County election held on
November 4, 1997 and was conducted by the Registrar of Voters Office.
In recent years, when a runoff election has been required, the City Clerk's Office has conducted
such an election; however, with reduced staffing levels and considering the amount of not only
City Clerk staff resources, but resources from other City departments, required to conduct a
citywide election, it is recommended that the Registrar of Voters conduct the City's general
election on February 3, 1998.
The County Registrar of Voters already has contracts in place for various election services/supplies
vendors and can take advantage of those contracts to help keep costs down. In the FY 1997-98
budget, we budgeted $127,000 for a runoff election and the County estimates that their costs will
be between $93,450 to $124,600.
By permitting the County Registrar of Voters Office to conduct the runoff election, the City Clerk's
Office will be able to give its full attention to other critical tasks, such as being able to devote
100% of our resources to business registration renewals; completing the Municipal Code; and
completing the program required to have the lien process computerized. Basic services provided
by the City Clerk's Office will not be disrupted as they usually are during an election cycle.
The City Clerk's Office will work closely with the Registrar of Voters Office, as we would with
any other election services vendor, to ensure accuracy of sample ballot content, location of polling
places, etc.
