November 17, 1997 - Closed Session Recommended motion: Adopt Resolution IvIi- Signature Contact person: Fred Wilson, City Administrator Phone : ext. 5122 Supporting data attached: Ward: FUNDING REQUIREMENTS: Amount: $52,100 FY 98-99 Source: (Acct.No.) Various Deoartments Acct.Descri tion Finance: Council Notes: Res 97– Agenda Item No. A 141M CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT On September 16, 1996, the Mayor and Common Council authorized the execution of an agreement with Ralph Andersen & Associates for a Confidential/Management Compensation Study, per Section 2B of Council Resolution No. 89-129. On March 3, 1997, the Mayor and Common Council received and filed the final draft compensation study from Ralph Andersen&Associates. The City Administrator held two meetings with the Advisory committee of the San Bernardino Confidential Management Association (SBCMA) to discuss compensation proposals for non-sworn SBCMA employees. On November 6, 1997, the SBCMA submitted a proposal to the City Administrator. Recommendations for the Confidential/Management employees are as follows: • Implement the Ralph Andersen Confidential/Management Compensation Study effective 7/1/98 to the nearest dollar placement using a 1% salary scale. Total cost including 11.644% for benefits is approximately$52,142 for one year. • SBCMA employees will participate in a reasonable suspicion testing program for drugs and alcohol. • For SBCMA employees hired on or after 1/1/98, the City will pay five percent (5%) of the members contribution to PERS. Upon said employees completing five (5) years of service, the City will pay two percent(2%)additional of the members contribution to PERS. • Amend the City's PERS contract to pay the employer contribution for the 41'' level of 1959 Survivors' Benefit, contingent upon agreement by the other miscellaneous bargaining units. • Implement 2% @ 55 benefit with employees paying the increased costs for funding this benefit, contingent upon agreement by the other miscellaneous bargaining units. It is recommended that the attached resolution be adopted by the Mayor and Common Council. The City Administrator position is listed in the attached resolution, however no salary increase for this position is recommended at this time. 141119,
