POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the December 1, 1997, Council meeting.
CLASSIFIED
GENERAL FUND
1. Community Service Center Manager (Jamerson, John) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
The Parks, Recreation & Community Services Department requests approval to hire Mr.
John Jamerson as a Community Services Center Manager for the City's two Senior
facilities: Perris Hill Senior Center and the Downtown Senior Center.
Duties for this position will involve managing the daily operations of both centers to
include, but not limited to, facility management; directing the daily tasks established for
a contingent of six to eight part-time employees; facilitating the operation of federally
funded programs; and, such adjunct activities as Adult Education classes; County Mental
Health (Age-Wise program); nutrition education; commodity distribution; senior health
clinics; city, county, state and federal elections; health insurance counseling; income tax
preparation and revenue generation such as fund raisers and facility rentals.
This position is essential to the continued successful operation of the senior centers and
the senior programs.
2. Account Clerk II (Martinez, Anita L.) - Appointment
FINANCE
This vacant Account Clerk II position is responsible for handling the City's accounts
receivables and various collections. For example, some of the billings this position
collects on include; bad checks written to the City; reimbursement for damage to City
property (subrogation); delinquent paramedic billings and DUI reimbursements.
Although other Finance Department employees are covering this function, in addition to
their regular duties, there are delays in collection activities. The ability to collect on
delinquent accounts is diminished as time passes. Additionally, this position assists the
Accounting Division with various journal entries, schedules and reports. This position
became vacant when the person occupying the position was promoted to a higher-level
position in the City.

5. Appointments
POLICE
Julie Regis, Andrea Robbins and Priscilla Wright are appointed to this position to fill
vacancies created through attrition in the Records Bureau. This has been a critical
shortage. The Records Bureau is falling behind in processing reports and requests from
the public due to this shortage in personnel. Filling these three positions will increase
efficiency to the department and increased service to the public through timely processing
of records and requests from the public.
6. mist Clerk III (Mielke, Helen) - Transfer
CODE COMPLIANCE
Code Compliance has requested the transfer of a Police Records Clerk I to fill the Typist
Clerk III vacancy. By filling this position, the division will be able to substantially
reduce the backlog of Code Compliance cases which have not been brought to hearing.
With this position filled, the balance of clerical support will also be able to cross-train
on the Sierra System and prepare for the upgrading of system reliance.
7. Secretary (Molina. Linda) - Promotion
ENGINEERING
The designated secretary position is funded from the National Pollution Discharge
Elimination System (NPDES) fund and is not a general fund position. The position is
required to meet the permit obligations and maintain compliance, thereby avoiding fines
of up to $10,000 per day.
Additionally, we have two (2) announced retirements occurring December 31, 1997, of
the remaining three (3) clerical positions. There needs to be some training of the new
staff to insure all requests for payment, invoices, purchase orders, contractor's payments,
cooperative agreements and other billings are continued. Further, with only one (1)
clerical position left, there needs to be coverage for phones, illness and to meet the
typing needs for specifications and contract documents.
Without the position, services levels will fall, billings will be delayed impacting revenues
and there will be no staff to train the new person increasing the time required to make
full use of the position.
It is important that we fill this position, and there is no fiscal impact on the general fund
except for a loss of revenue from billable work performed on construction fund projects.

8. Account Clerk III (Lee, Gregory K.) - Promotion
CODE COMPLIANCE
Code Compliance has requested the promotion and transfer of an Account Clerk II to
Account Clerk III. This position will permit the division to complete the timely
processing of over $900,000 of contractor costs for reimbursement to the City. The
division currently uses a temporary agency for accounting assistance. Having an
individual who is already trained in the City's cost-recovery process (as the promotional
candidate is) will facilitate the accurate completion of this component of the Code
Compliance process.
9. Typist Clerk III (Camarena, Norma) - Promotion
FIRE
Norma Camerena, presently an experienced Typist Clerk II in the Public Services
Department, was recently selected from a current eligibility list to fill an authorized and
funded Typist Clerk III position in the Fire Department that has been open since
10/10/97. This position needs to be filled immediately as it is the sole remaining clerical
support for both the Fire Prevention and the Disaster Preparedness divisions. Without
this position filled, managers and fire inspectors must divert valuable time and attention
from critical projects just to handle the many telephone calls and counter service requests
received each day. Hence, to ensure the smooth and efficient operation of two divisions,
this position must be filled immediately.
10. Dispatcher II (Croteau. Judy A.) - Promotion
FIRE
Judy Croteau has completed one year continuous dispatching experience in fire
communications, two-way radio operation, computer-assisted dispatching and telephone
complaint processing. Her one-year experience has contributed to the efficient operation
of the Fire Dispatch Center and further increased the services to the public.
11. Police Lieutenant (Klettenberg, Steven) - Promotion
POLICE
Steve Klettenberg is promoted to this position to fill a vacancy created with the
retirement of Lt. Brad Hilder. It will increase efficiency in the Department and service
to the public by filling a management position in a major function of the Police
Department. The area commander position has responsibility over one-fifth of the patrol
division providing critical services through a community service office located in the

respective area.
12. Account Clerk H (Parra. Michelle) - Promotion
FINANCE
This vacant Account Clerk II position in the Finance Department is responsible for
processing accounts payable payments. Accounts payable produces approximately 400
checks each week to vendors. some of the duties included in the accounts payable
function include: data entry, claims review, verification of account numbers, vendor and
department inquiries, check production and distribution. This position is handled by two
(2) Account Clerk II positions. One person alone cannot handle this volume of payment
processing. A vacancy occurred when one of the Account Clerk II's in Accounts Payable
retired in October 1997.
13. Account Clerk H (Hiatt, Julie J.) - Promotion
PUBLIC SERVICES
A reorganization of the Fleet Division was approved during the FY 97-98 budget
deliberations resulting in a savings of$51,400. The savings resulted from the downgrade
of one (1) Administrative Operations Supervisor II; one (1) Equipment Mechanic I; one
(1) Equipment Mechanic II; and, two (2) Equipment Mechanic Supervisor Positions.

16. Account Clerk H (Peelman, Sandra L.) - Promotion
PUBLIC SERVICES
This position is assigned to the commercial Refuse Customer Service section which
handles approximately 1,500 phone calls for service each month. The primary
responsibility assigned this position is the invoicing for Dino Bin Service ($1,150,200
annually) and Commercial Specials ($365,000 annually).
