In June, 1990 , Proposition III was passed to provide
additional transportation funding through a $0 . 09 per gallon
increase in the State Gas Tax.
A provision was contained in Proposition III to require
every county to adopt a Congestion Management Program (CMP) . The
San Bernardino Associated Governments (SAi1BAG) was designated as
Congestion Management Agency (CMA) by the County Board of Super-
visors and a majority of the incorporated population.
The CMP developed by SANBAG was adopted in November,
1992 . This CMP provides that a deficiency plan be prepared
whenever the level of service (LOS) drops below what was in
effect when the CMP was adopted in 1992 .
The LOS , for the five-point intersection of "E" Street,
Mill Street and Inland Center Drive, was listed in the CMP as E.
AB 1963 , adopted in 1994 , requires CMA' s to prepare and
adopt procedures for development of deficiency plans. These pro-
cedures stipulate that a plan be prepared for a segment of street
or intersection wherwer the LOS fails to attain the established
standard. A deficiency plan must include an analysis of the
cause of the deficiency, list of improvements necessary to
correct the deficiency and the estimated cost.
The LOS for critical segments and intersections is
determined every two years . At the last determination, the LOS
for the five-point intersection had improved to D+. However, a
relatively small increase in traffic could result in a decrease
in the LOS , possibly below E. This occurrence would result in
our having to prepare and file a deficiency plan with SANBAG,
with a schedule for improving the LOS back up to the standard.
The intersection of "E" Street, Mill Street and Inland
Center Drive has had operational problems for many years. It has
long been recognized that the only real solution is to re-align
Inland Center Drive so as to eliminate the fifth approach to the
intersection. Re-alignment of Inland Center Drive to Mill
Street, in accordance with the attached plan, could be accom-
plished fairly easily by acquisition of the right-of-way for the
abandoned railway.
In order to avoid the possibility of the LOS for this
intersection degrading below E, we recommend that consideration
be given to re-aligning Inland Center Drive to Mill Street.
We recommend that the transfer of $20 , 000 , from Account
No. 126-369-5504-7052 , "Del Rosa Avenue at Route 30 - Restripe

preparation of construction plans. Supplemental funds will need
to be provided at a later date, when an estimate of cost is
available, for acquisition of right-of-way and construction.
