To Whom It May Concern:
Enclosed is my check for $75.00 which is the appeal fee required. I would like a 30 day
Extension which will give me time to do the proper plans and specifications which you
require to "rehab"the above described property.
My General Contractor, Richleigh Investments, on June 20th, 1997 attempted to secure
permits to rehab the existing structure and they were advised that you would not allow
this as you would not want this property repaired as a single family residence as it is in a
commercial zoning.
If you give me the additional 30 days I will prepare plans to convert this property to
commercial purposes and I will submit these plans for your approval prior to that date.

RE: 363 W. 13" Street, San Bernardino, CA.
Please understand that I am not and have not been the owner of this property. The
problem you have had was with the existing owner, Abdul Simjee. I represent the
Beneficiaries, Rayor and Company and myself on the 14 Trust Deed Of Trust on this
property and we are doing this to protect our investment. We are responsible people and
we will see to it that the proper work is done to your approval. The Deed Of Trust
allows us to come in and do whatever work is necessary to rehab this property to your
specifications.
It would be a disaster for you to not allow us to do the above as we are innocent parties to
the problem that has transpired in the past.
I am keeping the property completely boarded up and free from debris and it will be kept
in this way during whatever period I am in charge of this property. I am having the
property monitored twice a week for any problems, vandalism to the property, vagrants
entering the premises etc..
I do appreciate the above and am now in the process of preparing the necessary plans for
your approval.
Yours very truly,
r
