STAFF REPORT
The proposed project is for Elevator Modernization and ADA Compliance work
to the three, eight stop, electric geared elevators serving all floors of
City Hall .
At the request of the Facilities Management Division, appropriate
specifications were published and furnished to area suppliers.
Bid proposals were received on Sept. 8, 1997, and reviewed by John Murphy,
Purchasing Manager and Jim Sharer, Facilities Manager.
Six vendors supplying these services were solicited. The City received two
responses, which were as follows:
Amtech Elevator Services $ 292,648.
Montgomery Kone Elevator Co. $ 329,750.
Amtech Elevator Services was deemed to be the low bidder, meeting all the
provisions of Specification F98-15. Amtech was contacted after the bid and
asked to value engineer the project, to see where the projects cost could be
reduced. On October 14, 1997 Amtech responded and outlined $22,845.00 in
project cuts that could be made without compromising the project. The
specific reductions are to delete a computer monitoring station in the
basement, and using the one in the penthouse for all troubleshooting. The
elevators cars would each have one operator panel , rather than the current
two per car. Lastly, the door tracks and interlocks would not be replaced
as originally specified. Facilities Management has reviewed these cuts and
concurs.
The project will be paid for from the San Bernardino Joint Powers Financing
Authority Lease Revenue Refunding Bonds (City Hall Project) Series 1996
($250,000. ) and the Facilities Management City Hall Capital Budget for
renovations ($19,803. ) . The capital money had been designated for carpet
replacement, but staff feels that this project should take priority.
It is recommended that the proposal costing $269,803. be accepted for
contract.

Per your request I have gone through the bid specification and
Amtech's quote to attempt to reduce the overall price to complete
the modernization of the elevators at the City Hall .
Our original bid was $ 292, 648. 00. By deleting the C.M.S. (Central
Monitoring System) and the Code Blue from the new control system,
we can deduct $ 10, 497. 00. Delete the auxiliary car stations in
each elevator and deduct $ 7, 971 . 00. By re-using certain parts of
the existing door equipment (door tracks & interlocks) we can
deduct $ 4, 377. 00. All the other equipment would be per the
specifications. The grand total of the deductions is
$ 22, 845. 00 thus our new price to complete this project would be
$ 269, 803 . 00.
