On February 22, 2011, Resolution of the Mayor and Common Council of the City of San
Bernardino approving the Procedures for the Formation and Election of the Project Area Committee
for the proposed Merger and Amendments to the State College, Central City West, Northwest,
Uptown, Mount Vernon Corridor and 40th Street Redevelopment Project Area Plans (Merged Area

On February 23, 2011, the Planning Commission of the City of San Bernardino approved the
Preliminary Plan for the Merged, Amended, and Restated Redevelopment Plan for the proposed San
Bernardino Merged Redevelopment Project Area B and recommended that the Redevelopment
Agency of the City of San Bernardino continue with the Redevelopment Plan amendment process
for the proposed San Bernardino Merged Redevelopment Project Area B.

PRELIMINARY PLAN FOR THE MERGED, AMENDED, AND RESTATED
REDEVELOPMENT PLAN FOR THE PROPOSED SAN BERNARDINO MERGED
REDEVELOPMENT PROJECT AREA B (STATE COLLEGE, CENTRAL CITY WEST,
NORTHWEST, UPTOWN, MOUNT VERNON CORRIDOR, 40TH STREET)
BACKGROUND:
The Redevelopment Plans for the State College, Central City West, Northwest, Uptown, Mr. Vernon
Corridor , and 40th Street Redevelopment Project Areas ("Project Areas") were adopted by the Mayor
and Common Council of the City of San Bernardino between 1970 and 2000. Each of the Project
Areas currently have different dates for project expiration, incurring debt, eminent domain, receiving
tax increment and paying debt. Additionally, each project area has different limits on the amount of
tax increment revenue that can be received and indebtedness that can be accumulated. As a result,
some of the above-listed project areas: (1) do not have sufficient tax increment revenue to assist in
financing projects; (2) can no longer incur debt resulting in the Agency's inability to partner with
developers that need Agency financial assistance; and (3) are approaching the cap on tax increment
revenue that can be received to assist in needed projects.
The Redevelopment Agency of the City of San Bernardino ("Agency") is proposing the merger of the
Project Areas, as allowed by the California Community Redevelopment Law ("CRL"). Collectively,
the above mentioned redevelopment project areas shall be referred to as the Merged Area B ("Merged
Area B"). In order to merge the Project Areas, the CRL requires that the redevelopment plan for each
area be amended. As part of the merger/amendments, the Agency is also proposing the following
amendments:
1. Merge the six (6) Existing Project Areas identified above herein referred to as "Merged Area B"
for financial and administrative purposes;
2. Extend the effectiveness and the time limit to collect tax increment revenue and repay debt by ten
(10) years for the State College Redevelopment Project Area;
3. Create a single and increased tax increment revenue and bonded indebtedness limit for proposed
Merged Area B;
4. Add approximately 660 acres in fourteen (14) non contiguous sub-areas to proposed Merged
Area B for the purpose of eliminating blighting conditions that exist in the areas proposed to be
added (proposed"Added Areas");
5. Extend or re-instate the power of eminent domain within the State College, Northwest, Uptown,
Mt. Vernon Corridor and 40th Street Redevelopment Projects and the proposed Added Areas for
12 years from the effective date of the adopting ordinance excluding all owner occupied single
family homes from such authority;

6. Provide a single Merged, Amended and Restated Redevelopment Plan ("Amended Plan") for
Merged Area B and the proposed Added Areas; and
7. Create a comprehensive "Projects List" as part of the Amended Plan that would update (and in
some cases would create) a public improvement projects list for the entirety of Merged Area B
inclusive of the Added Areas.
The merging of project areas is desirable if the merger results in substantial benefit to the public and if
the merger contributes to the revitalization of blighted areas through increased economic vitality of
those areas and through increased and improved housing opportunities in or near such areas. Merger
of project areas allows the Agency the flexibility to direct redevelopment funds to the areas, projects
and programs most in need. CRL Sections 33485 — 33489 allows for the merger of project areas for
financial and administrative purposes.
Due to the fact that the Agency also proposes to add additional territory to the proposed Merged Area
B in connection with the proposed merger of and amendments to the above-listed project areas, the
CRL requires the preparation of a Preliminary Plan.
CURRENT ISSUE:
In connection with the merger/amendments described above, the Agency is proposing amendments to
the Redevelopment Plans for the State College, Central City West, Northwest, Uptown, Mr. Vernon
Corridor, and 401h Street Redevelopment Project Areas for the purposes of adding approximately 660
acres of property adjacent to these project areas. The Added Areas are part of the Redevelopment
Survey Area, as adopted by the Mayor and Common Council of the City of San Bernardino
("Council") on August 16, 2010.
Agency staff and consultants have prepared the attached Amended Preliminary Plan for the Merged,
Amended and Restated Redevelopment Plan for the Merged San Bernardino Project Area B
("Amended Preliminary Plan") pursuant to CRL requirements, which describes the boundaries of the
proposed Added Territory. The purpose of the Amended Preliminary Plan is to initiate the plan
amendment process, provide a preliminary indication of the proposed Added Area boundaries, and
form the basis of the merger/amendments. The plan amendment process is prescribed by the CRL and
typically requires approximately one year to complete. The process would culminate in a joint Mayor
and Common Council/Commission public hearing where the Merged, Amended and Restated
Redevelopment Plan for the proposed Merged San Bernardino Redevelopment Project B will be
formally considered. Consequently, the action tonight is procedural rather than final.
The attached Amended Preliminary Plan serves as the foundation for the preparation of Merged,
Amended and Restated Redevelopment Plan ("Plan") for the proposed Merged San Bernardino Project
Area B and is one of two instances in which the Planning Commission participates in the plan
amendment process. The second instance occurs after the draft Amended Plan and Environmental
Impact Report ("EIR") are prepared, when the Planning Commission will have an opportunity to
review these documents and make a report and recommendation to the Council.

The amendments proposed as part of the Amended Plan will include the addition of territory that will
not be associated with the State College, Central City West, Northwest, Uptown, Mr. Vernon Corridor,
and 401h Street Redevelopment Project Areas, to allow the Agency to do infrastructure and other
projects in the Added Territory Area, where it is generally prohibited from engaging in redevelopment
activities today. The Added Territory is surrounded by existing redevelopment project areas and has
not had the benefit of Agency resources that are necessary to address existing blighting conditions.
The Added Territory would permit the Agency to use its resources to improve these portions of the
City.
It is a requirement that the proposed Amended Preliminary Plan be in conformity with the General
Plan. The Amended Plan would not propose any site-specific development or deviate from the land
use policies contained in the existing redevelopment plans for the Project Areas, which mirror those in
the City's General Plan. While redevelopment plans may establish separate land use policies, it has
been the practice of contemporary redevelopment agencies to incorporate by reference the General
Plan land use policies, as they exist today or are hereafter amended, as the controlling land use policies
in the redevelopment plan, thereby assuring perpetual conformity with the General Plan and more
efficient administration.
ENVIRONMENTAL IMPACT:
Consideration of the Preliminary Plan does not meet the definition of a "project" under Section 15378
of the California Environmental Quality Act ("CEQA"). It should be noted that the added areas will be
considered and analyzed as part of the Program Environmental Impact Report for the proposed Merged
Area B.
FISCAL IMPACT:
There are no fiscal impacts to the Agency. Contracts were previously approved with RSG and RBF
Consulting for all consultant services associated with Merged Area B, as part of the approved
Redevelopment Agency FY 2009-2010 and FY 2010-2011 Budgets.
RECOMMENDATION:
That the Community Development Commission adopt the attached Resolution.

7 WHEREAS, the City of San Bernardino, California (the "City"), is a municipal corporation
8 and a charter city duly created and existing pursuant to the Constitution and the laws of the State of
9 California; and
10 WHEREAS, the Community Development Commission of the City of San Bernardino (the
11 "Commission") acts on behalf of the Redevelopment Agency of the City of San Bernardino (the
12 "Agency"); and
13 WHEREAS the Agency is a redevelopment agency, a public body, corporate and politic of
14 the State of California, organized and existing pursuant to the Community Redevelopment Law
15 (Part 1 of Division 24 commencing with Section 33000) of the Health and Safety Code of the State
16 of California(the "Law"); and
17 WHEREAS, the Agency is interested in examining the feasibility of merging and or

19 40'b Street Redevelopment Project Areas ("Merged Area B") for the purposes of adding
20 approximately 660 acres of property adjacent to these project areas ("Added Area"), merging the

22 WHEREAS, the Law, Section 33354.6 requires that if a redevelopment agency proposes to
23 amend a redevelopment plan to add land area, merge project areas, amend time and/or financial
24 limits or add significant public improvements, the agency shall follow the same procedure as
25 provided for the adoption of a redevelopment plan; and
26 WHEREAS, the proposed amendments above necessitate the need to set establish a Survey
27 Area and Preliminary Plan to consider the proposed merger and amendments for Merged Area B
28 and Added Area; and

I WHEREAS, on August 16, 2010, the Mayor and Common Council adopted Resolution
2 MCC/2010-290, designating the San Bernardino Redevelopment Survey Area for project study
3 purposes and including the Added Area; and
4 WHEREAS, on February 23, 2011, the Planning Commission of the City of San Bernardino
5 approved the Preliminary Plan for the Merged, Amended, and Restated Redevelopment Plan for the
6 proposed San Bernardino Merged Redevelopment Project Area B and recommended that the
7 Redevelopment Agency of the City of San Bernardino continue with the Redevelopment Plan
8 amendment process for the proposed San Bernardino Merged Redevelopment Project Area B.
9 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
10 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS
11 FOLLOWS:
12 Section 1. Consistent with the authority contained in Health and Safety Code Section
13 33325, the Community Development Commission of the City of San Bernardino hereby

14 acknowledge receipt of and further approve the Preliminary Plan for the Merged, Amended and

15 Restated Redevelopment Plan for the Proposed San Bernardino Merged Redevelopment Project
16 Area B (State College, Central City West,Northwest, Uptown, Mount Vernon Corridor, 401h Street)
17 in the form as attached hereto as Exhibit "A", and directs Agency Staff and Consultants to transmit
18 the Preliminary Plan to County and State taxing authorities pursuant to Health and Safety Code
19 Sections 33327 and 33328.

INTRODUCTION
Amendments to Adopted Redevelopment Plans
The California Community Redevelopment Law (California Health and Safety Code Section
33000, et seq.)(hereinafter defined as "CRL") permits amendments to adopted redevelopment
plans. Specifically, Section 33450 states:
If at any time after the adoption of a redevelopment plan for a project area by the
legislative body, it becomes necessary or desirable to amend or modify such
plan, the legislative body may by ordinance amend such plan upon the
recommendation of the agency. The agency recommendation to amend or
modify a redevelopment plan may include a change in the boundaries of the
project area to add land to or exclude land from the project area. Except as
otherwise provided in Section 33378, the ordinance shall be subject to
referendum as prescribed by law for the ordinances of the legislative body.
The legislative body in this case is the Mayor and Common Council of the City of San
Bernardino ("Mayor and Common Council"). The agency is the Redevelopment Agency of the
City of San Bernardino ("Agency"). The Community Development Commission of the City of San
Bernardino ("Commission") is the governing body of the Agency and acts in behalf of the
Agency. In accordance with Sections 33354.6 and 33322 of the CRL, the first step in this
process is to amend the preliminary plan.
Preliminary Plans
Section 33324 of the CRL describes the requirements for a preliminary plan. It states:
A preliminary plan need not be detailed and is sufficient if it:
(a) Describes the boundaries of the project area.
(b) Contains a general statement of the land uses, layout of principal streets,
population densities and building intensities, and standards proposed as
the basis for the redevelopment of the project area.
(c) Shows how the purposes of this part would be attained by redevelopment.
(d) Shows that the proposed redevelopment is consistent with the
community's general plan.
(e) Describes, generally, the impact of the project upon the area's residents
and upon the surrounding neighborhood.
State College Redevelopment Project Area
The Redevelopment Plan for the State College Redevelopment Project Area was adopted on
April 27, 1970, and has been amended on seven (7) previous occasions. A summary of the
dates and purposes of the seven (7) amendments is described below:
1. First Amendment — adopted December 9, 1986, establishing eminent domain
authority for a period of twelve (12) years;
2. Second Amendment — adopted April 12, 1990, amending the tax increment revenue
limit;

eminent domain by 7 years; and
5. Fifth Amendment - adopted on December 1, 2003, eliminated the time limit to incur
debt pursuant to SB 211;
6. Sixth Amendment — adopted June 20, 2005, extending the previous time limit to
receive tax increment revenue and the redevelopment plan effectiveness by one tear
pursuant to SB 1045; and
7. Seventh Amendment - adopted on April 20, 2009, extended the previous time lime to
collect tax increment revenue and the redevelopment plan effectiveness by two
years pursuant to SB 1096.
Central City West Redevelopment Project Area
The Redevelopment Plan for the Central City West Redevelopment Project Area was adopted
on February 17, 1976, and has been amended on six (6) previous occasions. A summary of the
dates and purposes of the six (6) amendments is provided below:
1. First Amendment — adopted December 9, 1986, establishing eminent domain
authority for a period of twelve (12)years;
2. Second Amendment — adopted April 2, 1990, amending the tax increment revenue
limit;
3. Third Amendment — adopted December 19, 1994, amending the existing effective
date for the redevelopment plan; amending the existing time limit for indebtedness
pursuant to AB 1290;
4. Fourth Amendment- adopted on December 1, 2003, eliminated the time limit to incur
debt pursuant to SB 211;
5. Fifth Amendment — adopted June 20, 2005, extended the previous time limit to
receive tax increment revenue and the redevelopment plan effectiveness by one
year pursuant to SB 1045; and
6. Sixth Amendment - adopted on April 20, 2009, extended the time limit to collect tax
increment revenue and the redevelopment plan effectiveness by two years pursuant
to SB 1096.
Northwest Project Area
The Redevelopment Plan for the Northwest Redevelopment Project Area was adopted on July
6, 1982, and has been amended on four (4) previous occasions. A summary of the dates and
purposes of the four(4) amendments is below:

1. First Amendment — adopted December 19, 1994, amended existing time limit to pay
indebtedness and to receive tax increment revenue pursuant to AB 1290;
2. Second Amendment — adopted on December 1, 2003, eliminated the time limit to
incur debt pursuant to SB 211;
3. Third Amendment - adopted on September 7, 2004, reinstated the Agency's
authority of eminent domain for 12 years; and
4. Fourth Amendment - adopted on June 20, 2005, extended the previous time lime to
collect tax increment revenue and the redevelopment plan effectiveness by one year
pursuant to SB 1045.
Mt. Vernon Corridor Redevelopment Project Area
The Redevelopment Plan for the Mt. Vernon Corridor Redevelopment Project Area was adopted
on June 25, 1990, and has been amended on four (4) previous occasions. A summary of the
dates and purposes of the four(4) amendments is provided below:
1. First Amendment — adopted December 19, 1994, amending existing time limits on
the effectiveness of the redevelopment plan, incurring indebtedness and receiving
tax increment revenue pursuant to AB 1290;
2. Second Amendment - adopted on October 1, 2001, extended the Agency's authority
of eminent domain by 12 years;
3. Third Amendment - adopted on December 1, 2003, eliminated the time limit to incur
debt pursuant to SB 211; and
4. Fourth Amendment - adopted on June 20, 2005, extended the previous time lime to
collect tax increment revenue and the redevelopment plan effectiveness by one year
pursuant to SB 1045.
40th Street Redevelopment Project Area
The Redevelopment Plan for the 40th Street Redevelopment Project Area was adopted on July
10, 2000. No previous amendments have been completed for this project area.
Existing Project Areas
The State College, Central City West, Northwest, Uptown, Mt. Vernon Corridor and 40th Street
Redevelopment Project Area are herein collectively referred to as "Existing Project Areas".

Purpose of Amendments
The Amendments to the Redevelopment Plans for the 40th Street, Central City West, Mt. Vernon
Corridor, Northwest, State College, and Uptown Redevelopment Project Area Plans
("Amendments") would accomplish the following:
1. Merge the Existing Project Areas identified above herein referred to as "Merged Area
B" for financial and administrative purposes;
2. Extend State College Project's term of effectiveness and the time limit to collect tax
increment revenue and repay debt by 10 years;
3. Combine the individual Existing Project Areas tax increment revenues limits and
increase the total amount of tax increment revenue that can be accumulated for
Merged Area B.;
4. Combine the individual Existing Project Areas bond debt limits and increase the total
amount of bonded indebtedness that can be accumulated for Merged Area B;
5. Add 632.3 acres in 14 non contiguous sub-areas to Merged Area B for the purpose
of eliminating blighting conditions that exist in the areas proposed to be added
(proposed "Added Areas");
6. Extend or re-instate the power of eminent domain within the State College,
Northwest, Uptown, Mt. Vernon Corridor and 40th Street Projects (five of the six
areas) and the proposed Added Areas for 12 years from the effective date of the
adopting ordinance excluding all owner occupied single family homes from such
authority;
7. Provide a single Merged, Amended and Restated Redevelopment Plan ("Amended
Plan") to cover the Merged Area B and the proposed Added Areas; and
8. Create a comprehensive "Projects List" as part of the Amended Plan that would
update (and is some cases create) a public improvement projects list for the entirety
of Merged Area B inclusive of the Added Areas.
The Added Areas
The Added Areas consist of 632.3 acres of land within 14 non-contiguous areas and these are
generally located in proximity to the Existing Project Areas that comprise Merged Area B. The
Added Areas consist of City territory. The boundaries of the Added Areas are described in the
boundary description attached as Exhibit "A" to this Preliminary Plan and illustrated on the maps
attached as Exhibit "B" to this Preliminary Plan.
Contents of the Preliminary Plan
In accordance with the provisions of the CRL cited and quoted above, this Preliminary Plan will
address:
• The boundaries of the Added Areas.
• A general statement of land uses, layout of principal streets, population densities and
building intensities, and standards proposed as the basis for the redevelopment of the
Merged Area B.
■ An explanation of how the Amendments would achieve the purposes of the CRL.
■ A discussion of conformity with the General Plan of the City of San Bernardino.

■ An evaluation of the anticipated impact of the Amendments on residents and on the
surrounding neighborhood.
BOUNDARIES
As discussed previously, the Added Areas encompass 632.3 acres over 14 non-contiguous
areas. A boundary description and boundary maps of each added area are attached to this
Preliminary Plan as exhibits "A" and "B", respectively.
GENERAL STATEMENT OF PROPOSED PLANNING ELEMENTS
The basic goals of adding the new area to redevelopment is to eliminate the existing conditions
of blight; to complete capital improvements to upgrade and improve public infrastructure; to
provide for economic revitalization of commercial and industrial enterprises; and to increase,
improve, and preserve the area's supply of affordable housing.
Land Uses
The Amendments do not alter land use provisions of the existing Redevelopment Plans, which
state that the land uses permitted shall be those permitted by the General Plan of the City of
San Bernardino and zoning ordinances as they now exist or may hereafter be amended. All
new development and redevelopment in Merged Area B and the Added Areas will consist of
uses compatible with the General Plan, any applicable specific plan(s), zoning ordinances, and
all other state and local guidelines, as currently adopted or amended from time to time.
Layout of Principal Streets
The principal east-west and north-south streets in the Added Areas are best described for each
individual area:
Added Area A is generally bounded by Kendall Drive to the south, 44th Street to the north, 4th
Avenue to the east, and Orange Drive to the west. The area abuts 4th Avenue and is adjacent
to properties that abut the other bounding streets.
Added Area B is generally bounded by 40th Street to the south, San Bernardino County territory
to the north and west, and Electric Avenue to the east.
Added Area C is generally bounded by 301h Street to the south, 36th Street to the north,
Stoddard Avenue to the east, and Acacia Avenue to the west.
Added Area D is generally bounded by Mirada Road to the south, State Highway 30 to the
north, Garner Avenue to the east, and Little Mountain Drive to the west. The westernmost
parcels of the area are adjacent to properties that abut Little Mountain Drive.
Added Area E is generally bounded by Highland Avenue to the south, Cajon Boulevard to the
northeast, Medical Center Drive to the east, and California Street to the west. The northern
portion of the area abuts California Street and is adjacent to properties that abut Cajon Blvd.
The southern portion of the area abuts Medical Center Drive and is adjacent to properties that
abut Highland Avenue. State Highway 30 cuts across the area from the southwest to the
northeast.
Added Area F is generally bounded by Goodlett Street to the south, Highland Avenue to the
north, Herrington Avenue to the east, and Medical Center Drive to the west. The area abuts
Goodlett Street, Herrington Avenue, and Medical Center Drive and is adjacent to properties that
abut the Highland Avenue.

Added Area G is generally bounded by Interstate 215 to the southwest, Highland Avenue to the
north, I Street to the east, and Muscupiabe Drive to the west.
Added Area H is generally bounded by both Campus Way and 21St Street to the south,
Highland Avenue to the north, E Street to the east, and State Highway 259 to the west. The
western portion of the area abuts Campus Way and is adjacent to properties that abut State
highway 259 and Highland Avenue. The eastern portion of the area abuts 21St Street, is
adjacent to properties that abut Highland Avenue, and is 2 properties away from E street.
Added Area I is generally bounded by Baseline Street to the south, 19th Street to the north,
Interstate 215 to the northeast, Massachusetts Avenue and the Inland Valley Development
Agency's Redevelopment Project Area to the east , and Mt. Vernon Avenue to the west. The
area abuts Massachusetts Avenue and 19th Street and is adjacent to properties that abut the
other bounding streets.
Added Area J is generally bounded by Foothill Boulevard to the south, Spruce Street to the
north, Dallas Avenue to the east, and Pepper Avenue to the west. The area is adjacent to
properties that abut these bounding streets.
Added Area K is generally bounded by 5th Street to the south, 7th Street to the north, Cabrera
Avenue to the east, and Garcia Street to the west. The area generally abuts all the bounding
streets.
Added Area L is generally bounded by 9th Street to the south, 10th Street to the north, Mountain
View Avenue to the east, and D Street to the west. The area abuts all bounding streets except
D Street and is adjacent to properties that abut D Street.
Added Area M is generally bounded by Mill Street to the south, Poplar Street to the north,
Eureka Avenue to the east, and Mt. Vernon Avenue to the west. The area abuts Mill and Poplar
Streets and Eureka Avenue and is adjacent to properties that abut the Mt. Vernon Avenue.
Added Area N is generally bounded by 23 d Street to the south, 28th Street to the north,
Davidson Avenue to the east, and Miramonte Drive to the west. The area generally abuts all the
bounding streets.
All streets would remain in approximately their present configuration, although some are
presently deficient from a pavement condition and traffic circulation standpoint and will require
upgrading to meet present and future needs. Interior access streets within the Added Areas are
contemplated for the purposes of commercial and industrial revitalization, and residential
development. The layout of principal streets and those that may be developed in the future
shall conform to the Circulation Element of the General Plan as currently adopted or amended
from time to time.
Population Densities and Building Intensities
Population densities within Merged Area B and the Added Areas will conform to the objectives
of the General Plan, any applicable specific plan(s), zoning ordinances, and all other state and
local guidelines, as currently adopted or amended from time to time.
Building intensities may be controlled by limits on the:
■ Percentage of the building site covered by the building (land coverage),
■ Size and location of the buildable area on the building site, and
■ Height of the building.

The limits on building intensities shall be established in accordance with the provisions of the
General Plan, any applicable specific plan(s), zoning ordinances, and all other state and local
guidelines, as currently adopted or amended from time to time. Implementation of the
Redevelopment Plan may result in changes to existing land uses that may result in changes to
existing building intensities, which will be in accordance with the General Plan, any applicable
specific plan(s), zoning ordinances, and all other state and local guidelines, as currently adopted
or amended from time to time.
Building Standards
Building standards will be the same as those for the City of San Bernardino as a whole. The
City presently uses the 2010 edition of the California Building Codes (California Code of
Regulations, Title 24). The City also adopted the California Mobile Home Park Act Regulations
(Title 25).
ATTAINMENT OF THE PURPOSES OF REDEVELOPMENT
The fundamental purpose of the Amendments is the elimination of blight. The component
Project Areas of Merged Area B, as well as the Added Areas, consist of previously developed
land that was developed at different times and with drastically different intentions. As a result,
development patterns within the different areas are inconsistent. Both Merged Area B and the
Added Areas currently exhibit significant levels of blight. Furthermore, the Added Areas are
generally adjacent to existing redevelopment project areas and have not had the benefit of
Agency resources that are necessary to address existing blighting conditions. Existing blighting
N, conditions include buildings in which it is unsafe or unhealthy for persons to live or work;
abandoned and vacant buildings; parcels whose viable use is hindered by their inadequate size;
abnormally high business vacancies; abnormally low lease rates; depreciated property values;
and a high crime rate that constitutes a serious threat to the public safety and welfare.
The Amendments will achieve the purposes of the CRL by providing the assistance necessary
to encourage private parties to recycle the land into productive uses, thereby eliminating the
existing blight and at the same time upgrading the economic health of Merged Area B and the
Added Areas. More concretely, an effort will be made to eliminate blighting conditions in
Merged Area B and the Added Areas by completing capital improvements to upgrade and
improve public infrastructure; enhancing property values by encouraging and enabling economic
revitalization of commercial and industrial enterprises; and increasing, improving, and
preserving both the Merged Area B's and Added Areas' supply of affordable housing.
CONFORMITY WITH THE GENERAL PLAN OF THE CITY OF SAN BERNARDINO
Because land uses, the proposed layout of the principal streets, and other development
standards incorporate existing General Plan policies, the Amended Plan is consistent with the
General Plan of the City of San Bernardino. As noted, any new development and
redevelopment in Merged Area B and the Added Areas will consist of uses compatible with the
General Plan, any applicable specific plan(s), zoning ordinances, and all other state and local
guidelines, as currently adopted or amended from time to time. This Amended Plan will not
institute land use policies not otherwise permitted by the General Plan.

IMPACT ON RESIDENTS AND SURROUNDING NEIGHBORHOODS
Project impacts on residents within and adjacent to the Merged Area B and the Added Areas will
generally be improved economic and physical conditions. Through the Amended Plan, the
Agency desires to facilitate the redevelopment of the Added Areas to better suit surrounding
areas, which consist of existing redevelopment project areas that have the benefit of Agency
resources to address blighting conditions. Adoption of the Amendments will also enable the
Agency to more comprehensively fulfill the goals set forth in the Amended Plan, which generally
include improving public infrastructure, facilities, and services; stimulating investment and
business development by assisting with renovating and upgrading existing commercial and
industrial uses; improving low and moderate income housing; and enhancing and upgrading the
physical, social, and economic conditions within the area and thereby improving the quality of
life for all San Bernardino residents.
With the additional financial capacity and redevelopment powers authorized by the
Amendments, redevelopment activities within the Added Area will provide for the improvement,
development, replanning, redesign, reconstruction, and rehabilitation of the area and the
provision of residential, commercial, industrial, public and other structures, and open spaces in
the interest of the general welfare of the community. It is also anticipated that redevelopment
activities coordinated by the Agency will provide additional employment opportunities and
enhance the environmental quality of the community. Thus, the benefits of the Amendments
would affect the immediate and long-range economic viability of the entire City.
Project development and implementation will be subject to further review and approval by the
Mayor and Common Council, Commission, Agency, private and other public entities as part of
the environmental review process, and taxing entities. Further, the Agency will conduct a
community outreach program during the plan amendment process and implementation phases
to gain the continued insight and perspectives of affected property owners, business owners,
residents, and other interested parties.
