Array for the New Public Safety Computer Aided Dispatch/Records Management System
(CAD/RMS) from Dell Computers Inc.
Background
At the March 2010 retreat, entitled, "Building a Better Community", the Mayor and Common
Council defined a vision and identified a set of strategic goals to achieve that vision. During this
retreat, the City Manager presented a number of organizational strategic initiatives designed to
assist in implementing the direction and vision of the Mayor and Common Council. The major
components of one of these initiatives, Information Technology Improvements, focused on
improving the City's technology in order to streamline operations to improve efficiency and
effectiveness and to better serve the needs of the employees and community. An analysis of the
City's information technology needs identified several critical technology upgrades, including
the need to replace the City's Computer Aided Dispatch/Records Management System
(CAD/RMS) used by the Police and Fire Departments.
In the January 20, 2011 Agenda Report requesting authorization for critical technology
infrastructure upgrades for the city, the report identified first year annual expenses of$600,000
to implement a new Public Safety Computer Aided Dispatch/Records Management System
(CAD/RMS). This included $400,000 for CAD/RMS software from New World Systems,
approved by Council on January 20, 2011, with an additional $200,000 allocated for future
expenses for necessary computer hardware upgrades.
Staff has identified the necessity for additional computer server hardware to host the new Public
Safety Computer Aided Dispatch/Records Management System. The new server will be
purchased from Dell Computers Inc., of Round Rock, Texas; and will match the existing virtual
server arrays currently operated by the San Bernardino Police Department, the Water
Department, and the City Information Technology Department's Business Systems Group. IT
staff have already received training associated with Dell Computers Incorporated's virtual server
solution thus saving the City time and the expense associated with training on another vendor's
solution.
Dell Computers Inc. is offering the City a discounted price that is under their standard
Government Services Agreement (GSA) pricing schedule in accordance with their Western
States Computer Alliance (WSCA) government-pricing schedule (Dell Quotation 563985823).
Based on equipment standardization, the satisfactory performance of the City's existing Dell
virtual server arrays, and discounted pricing offered under the WSCA schedule, it is
recommended pursuant to San Bernardino Municipal Code 3.04.010(b)(1), that the Mayor and
Common Council approve a selected source justification for the purchase of server hardware for
the new Public Safety Computer Aided Dispatch/Records Management System (CAD/RMS)
from Dell Computers Inc., of Round Rock, Texas. As the equipment will be installed by the City
Information Technology Department, a Vendor Services Agreement is not associated with this
proposed action.

Technology Fund/Public Safety System Program (Account No. 679-250-5702-0000-0062).

The San Bernardino Police and Fire Departments operate a Computer
Aided Dispatch and Records Management (CAD/RMS) System. The IT
Department is in the process of replacing this CAD/RMS system from a
Tiburon product to a New World System product. This replacement was
approved through Resolution 2011-18 .
The CAD/RMS New world product requires the purchase of a new virtual
server array. The City current owns four such virtual arrays (Water
Department, City Hall Business Systems, Police Surveillance Cameras,
and Police Document Imaging System) . This purchase will provide a
virtual server array to house the new CAD/RMS system.
The Police Department and the Information Technology Department have
researched mission critical server products. In accordance with
Department Director Letter (DDL) 82, the following information is
presented as justification for permission to proceed with the purchase
of a Dell Computers Incorporated virtual server array for this project
pursuant to SBMC Section 3.04.010 (B) (1 ) :
1 . Vendor
The Water Department and the Information Technology Department have
teamed together to form the City' s first mission critical virtual
server array to service the key Water Department systems. This
server array was purchased from Dell Computers Inc. IT staff
analysts have received core training in the management of this new
virtual server technology on the Dell platform. The IT Department' s
Business Systems Group has established a similar virtual server
array at City Hall using this exact same platform (Dell Computers) .
It is only reasonable that the IT Department' s Public Safety Group
follow forward with the existing mission critical server array
structure. Staff across the IT Department will be trained and
experienced in managing the same suite of hardware and software.
Since the Police Department has been allowed to standardize their
virtual server arrays on the same platform being used by the Water
Department and the City' s Business Systems Group at City Hall, it is
requested that we be allowed to use a standardized Dell virtual
server array for this new document imaging system project.
2. Bid Process
The formal bid process was not used because the Police Department
established its first virtual server array using the mission
critical server platform that is already in place at the IT
Department' s City Hall server facility. The decision to standardize
on the existing product focused on the success of the Water
Department' s initial deployment and the IT Department' s initial
deployment at a virtual server array at our City Hall complex. Dell
Computers Inc products can only be purchased from Dell Computers.
3. Cost Reductions
Because City IT Department analysts are already trained and are
already using the Dell Computers solution, the IT Department' s
Public Safety System' s Group does not need to pay for formal
training outside of the IT Department.
Having standardized on a single platform, the IT Department will be
able to move forward with virtual server array expansions that over
time will greatly reduce the cost of server hardware needed for new
automation projects.
This standardization and virtualization of our server assets falls
into line with suggestions for future planning that the Chief
Information Officer of the City of Reno, Nevada (Mr. Rick
Vandenberg) shared with us during his 2009 site visit.
It is requested that this virtual server hardware purchase be
purchased pursuant to San Bernardino Municipal Code Section
3 . 04 .010 (B) (1 ) .

5 WHEREAS, on January 20, 2011, the City Council authorized the purchase of critical
6 technology infrastructure upgrades for the city, including the purchase of a new Public Safety
7 Computer Aided Dispatch/Records Management System (CAD/RMS) software from New

World Systems; and,

10 WHEREAS, the identified first year annual cost of $600,000 would be supported by
11 Police Asset Forfeiture Funds, public safety grants and DIFF funds, and included the need to
12 allocate $200,000 of the first year annual costs for necessary hardware upgrades to support the
13 new technology software; and
14 WHEREAS, staff has identified the need to purchase a new server array hardware to
15
support the new Public Safety Computer Aided Dispatch/Records Management System

(CAD/RMS); and

18 WHEREAS, after a review of products, pricing, and existing infrastructure, Dell
19 Computers Inc., of Round Rock, Texas, is the recommended provider for the purchase of a
20 virtual server array for the new Public Safety Computer Aided Dispatch/Records Management
21 System (CAD/RMS). Pursuant to San Bernardino Municipal Code 3.04.010(b)(1), the Mayor
22 and Common Council approve a selected source justification for this purchase.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
24 CITY OF SAN BERNARDINO AS FOLLOWS:
25 SECTION 1. That the Mayor and Common Council authorize the selected source
26 purchase of a Dell Virtual Server Array be purchased from the allocation of$200,000 of Asset

Forfeiture Funds designated for necessary hardware upgrades for the new CAD/RMS system.

The San Bernardino Police and Fire Departments operate a Computer
Aided Dispatch and Records Management (CAD/RMS) System. The IT
Department is in the process of replacing this CAD/RMS system from a
Tiburon product to a New World System product. This replacement was
approved through Resolution 2011-18 .
The CAD/RMS New world product requires the purchase of a new virtual
server array. The City current owns four such virtual arrays (Water
Department, City Hall Business Systems, Police Surveillance Cameras,
and Police Document Imaging System) . This purchase will provide a
virtual server array to house the new CAD/RMS system.
The Police Department and the Information Technology Department have
researched mission critical server products. In accordance with
Department Director Letter (DDL) 82, the following information is
presented as justification for permission to proceed with the purchase
of a Dell Computers Incorporated virtual server array for this project
pursuant to SBMC Section 3. 04 .010 (B) (i ) :
1. Vendor
The Water Department and the Information Technology Department have
teamed together to form the City' s first mission critical virtual
server array to service the key Water Department systems. This
server array was purchased from Dell Computers Inc. IT staff
analysts have received core training in the management of this new
virtual server technology on the Dell platform. The IT Department' s
Business Systems Group has established a similar virtual server
array at City Hall using this exact same platform (Dell Computers) .
It is only reasonable that the IT Department's Public Safety Group
follow forward with the existing mission critical server array
structure. Staff across the IT Department will be trained and
experienced in managing the same suite of hardware and software.
Since the Police Department has been allowed to standardize their
virtual server arrays on the same platform being used by the Water

requested that we be allowed to use a standardized Dell virtual
server array for this new document imaging system project.
2. Bid Process
The formal bid process was not used because the Police Department
established its first virtual server array using the mission
critical server platform that is already in place at the IT
Department' s City Hall server facility. The decision to standardize
on the existing product focused on the success of the Water
Department' s initial deployment and the IT Department' s initial
deployment at a virtual server array at our City Hall complex. Dell
Computers Inc products can only be purchased from Dell Computers.
3. Cost Reductions
Because City IT Department analysts are already trained and are
already using the Dell Computers solution, the IT Department' s
Public Safety System' s Group does not need to pay for formal
training outside of the IT Department.
Having standardized on a single platform, the IT Department will be
able to move forward with virtual server array expansions that over
time will greatly reduce the cost of server hardware needed for new
automation projects.
This standardization and virtualization of our server assets falls
into line with suggestions for future planning that the Chief
Information Officer of the City of Reno, Nevada (Mr. Rick
Vandenberg) shared with us during his 2009 site visit.
It is requested that this virtual server hardware purchase be
purchased pursuant to San Bernardino Municipal Code Section
3. 04 .010 (B) (1 ) .
