(#2984) Current Business Registration Certificate: Yes Financial Impact: Total amount of$232,800 will be borrowed from available cash identified by Finance Department as follows: $113,000 from fund 261 - Law Enforcement Development Impact Fees and$119,800 from fund 108 -Asset Forfeiture. Borrowed funds will be repaid using impaired lease payments and/or proceeds from 1999 COP Bonds proceeds. Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: 08/05/13 Report was submitted regarding the Emergency Purchase of a New Air Conditioner Unit at the Police Department Building, 710 North D Street(#2615) g 09/16/13 Resolution No. 2013-267 was approved authorizing a Budget Appropriation in the Amount of $151,573.20 to Account No. 001-400-0037-5704, "Miscellaneous Equipment," for the Purchase of an Air-Conditioner Unit for the Police Department Building Located at 710 North"D" Street. (#2679) Background: The Public Works Department, Facilities Maintenance Division, is responsible for the repair and maintenance of City owned buildings. In July 2013, one of the four air conditioning units on the Police Department Building failed and was replaced. The remaining three units are failing and need to be replaced due to the age of the units, failed compressors, and ruptured cooling coils. Replacement parts are no longer available because the manufacturer is out of business. When the unit in the main office portion of the Police Department failed on July 11, 2013, it was necessary to obtain a new unit from a vendor who could provide one within 4-6 weeks which increased the price for the single unit. Typical delivery time for a unit is 8-10 weeks. This emergency purchase did not allow time for a formal bid process. If the existing three units fail, it will be necessary to rent three temporary air conditioning units until new units are received. On February 24, 2014, a formal bid process was initiated to solicit bids for replacement and installation of the three air conditioners. Notices were posted on the web, printed in the newspaper, and mailed to the Chamber of Commerce. One local vendor and five non-local vendors responded. The bid requested firm fixed cost for three air conditioner units and installation.
