Background: The City received a request to install signs prohibiting trucks from using Meridian Avenue in the vicinity of Rialto Avenue. The requester claims that in the past there were signs prohibiting trucks from using Meridian Avenue but the signs have since disappeared. Staff research indicates that no Ordinance has been adopted prohibiting trucks from using Meridian Avenue. Consequently,the signs that the requester is referring to must have been a temporary situation. In response to the inquiry, staff looked at the need to prohibit trucks from using this section of Meridian Avenue. The study was expanded to include the section of Meridian Avenue between Rialto Avenue and Base Line Street. Meridian Avenue is classified as a local collector street in the City's general plan and it is considered to be residential except for a portion near Foothill Boulevard,which has commercial uses. Staff surveyed the street on several occasions and found that trucks are using Meridian Avenue s as a cut-through mainly in the section between Rialto Avenue and Foothill Boulevard. The area Updated: 4/8/2014 by Linda Sutherland F Packet Pg. 130 2964 between Foothill Boulevard and Base Line Street is very similar with regards to its residential nature, geometry, and traffic volumes. Based upon the nature of Meridian Avenue, which is mainly residential, including public parks and an elementary school; staff recommends that the attached Ordinance be adopted prohibiting trucks weighing over 5 tons from using Meridian Avenue between Rialto Avenue and Base Line Street. This restriction would not adversely affect traffic in this area as truck drivers will continue to have the option of using either Pepper Avenue to the west and/or Rancho Avenue to the east. Both of these roads are classified as major arterials and they are much more suitable for large trucks. A section of Meridian Avenue south of Base Line Street lies within the jurisdiction of the City of Rialto. The City of Rialto already has a restriction that is consistent with what is being proposed by staff within the City of San Bernardino. Staff recommends that the attached Ordinance be adopted prohibiting trucks from traveling upon Meridian Avenue between Rialto Avenue and 170 feet North of 9th Street.
