Funding in the Professional/contractual services account was originally allocated for professional services provided by the Boys and Girls Club at Delmann Heights Community Center. The remaining balance will offset funding for part-time salary expenditures for the remainder of the current fiscal year. Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: 10/07/2013 -Resolution of the Mayor and Common Council of the City of San Bernardino Ratifying the City Manager's Execution of an Annual Services Agreement Between the City of San Bernardino and the Boys & Girls Club of San Bernardino, Inc. ("Agreement")to Provide 0 Services at the Delmann Heights Community Center for the Period of July 1, 2012 through June 30, 2013; Authorizing the City Manager to Execute a First Amendment to the Agreement Updated:4/15/2014 by Jolena E.Grider A Packet Pg. 114 3029 Extending the Term of the Agreement through October 31,2013; and Ratifying All Actions Taken Pursuant to the Agreement Between July 1, 2012 and Adoption of This Resolution. Background: The Parks, Recreation, and Community Services Department(hereinafter"Parks Department") has experienced significant budgetary constraints. The Recreation/Community Centers program funding has consistently decreased within the past four years. As a result, contracting of professional services at community centers was considered a viable option. In order to contract out services,the Parks Department transferred funding from the Recreation/Community Center's part-time salaries and allocated additional funding into the Recreation/Community Center's professional/contractual services. In addition to contracting community services,the Recreation/Community Centers program is significantly understaffed. The Parks Department has become inundated with an influx in constituent visitation at various community centers. The community centers have experienced an increased need with limited resources and staffing citywide. In 2010, the Parks Department(on behalf of the City), awarded an agreement with the Boys and Girls Club in order to provide community services at the Delmann Heights Community Center. The Boys and Girls Club provided professional services for approximately four years. On October 31,2013,the Parks Department terminated a professional services agreement with the Boys and Girls Club. The Parks Department has since incurred additional fiscal responsibilities for programming,maintenance, and funding employee salaries at the Delmann Heights Community Center. Due to the termination of the professional services agreement with the Boys and Girls Club,the Recreation/Community Centers program has unexpended funding in the Professional/contractual services account. In order to remain fiscally solvent,it is necessary to transfer unexpended funding from the professional/contractual services account and re-allocate funding into the salaries temp/part-time account for the Recreation/Community Centers program. Reallocation of funding will enable the Parks Department to fund current part-time staff and provide community services to constituents. The Municipal Code 3.04 requires Council approval prior to the administering of such action because the request is a reallocation of funding into the part-time salaries.
