Background: The Department of Public Works received a request for a "Residential Parking Permit" program from a neighborhood group whose homes are just east of California State University San Bernardino and north of Northpark Boulevard. The streets included in this request are Dover Drive, Orange Drive, Western Avenue and two properties that are contiguous to Dover Drive but take their addresses off of Magnolia Avenue. The group claims that students from Cal State University park their vehicles in their neighborhood and walk to school from there, causing undesirable conditions and safety concerns, such as littering, excessive noise, and lack of on- street parking for the residents and their visitors. The neighborhood group is requesting the establishment of a 'Residential Parking Permit" program to alleviate these concerns. This type of program has been implemented successfully in other neighborhoods in the vicinity of the Updated:4/3/2014 by Linda Sutherland C I Packet Pg.495 2939 university. It was explained to the neighborhood group that an overwhelming amount of support is needed in order for this type of program to be successful. A petition was therefore circulated to gauge support for the proposed "Residential Parking Permit" program. Thirty-two of the residents signed the petition, supporting the proposed program. There are forty residential properties within the area of request, including one home that is vacant. Since 80% percent of the residents are in support of this action, staff recommends that a "Residential Parking Permit" program be established in this neighborhood on Western Avenue north of Dover Drive, Orange Drive north of Northpark Boulevard, Dover Drive between Western Avenue and Magnolia Avenue, and a portion of Magnolia Avenue north of Dover Drive, as depicted in the attached vicinity map. If and once approved, the Public Works Department will install the appropriate signs and the program will be administered by the Police Department including issuance of the permits. Recently, however, the par king problem has been exacerbated due to the newly established "No Parking" signs in neighboring neighborhoods. This bumper to bumper parking is causing: , I) Hazardous traffic conditions upon exiting and entering driveways and thoroughfares, 2) Interference of Refuse .9 pickup and street sweeping, 3) Blocking of fir e hydrant access to (D emergency personnel, 4 ) Litter, 5) Lack of parking for short-term visitors and repair personnel., and 7) Excessive noise. If needed, and the cit y conducts a survey of on-street parking conditions, this is the summer session and fewer cars are parking in the area. However, we foresee a pickup in parking U) session begins and more when the next school s 0 students begins to M learn that they can park in the neighborhood. We, the residents of orange Drive, Dover Drive, western Drive and Magnolia Avenue, henceforth referred to as "'The Neighborhood" would like the council to address this issue and E resolve further distress for residents in the area.
