Since the resignation of the prior Accounting Manager in December 2013,
Yolanda Rodriguez has been Acting Accounting Manager. Yolanda Rodriguez o
has been working with the City since August 5, 2013 and is a valuable member
of the Finance team. She has been working on closing the City's 2012-13 fiscal w
years and started the process necessary to have MGO start the audit process.
She has been working with Housing & Urban Development (HUD) / Community a
Development Block Grant (CDBG) compliance issues, developed a written policy a
and procedure guideline for CDBG, evaluated the current grant programs and
made recommendations to improve the tracking over of $12 million dollars of E
annual grants. She has been instrumental in working with contract Economic
Development Agency (EDA) staff to integrate their finance information into the Q
City's Successor Agency accounting program and is helping with completing the
current 2011-12 audit.

Yolanda brings 23 years of supervisory, complex professional accounting and
office management experience from both the private and public sectors. The last
13 years with the City of Chino as a senior accounting professional. Yolanda has
brought to San Bernardino much needed experience in financial reporting,
Comprehensive Annual Financial Report (CAFR) preparation, fixed assets,
capital improvement project tracking, bank reconciliations, cash & investment N
management, redevelopment activity, complex finance software implementation, U)
audit & year-end processing, complex journal entries, debt service, and internal
audits and controls.
In addition to Yolanda's governmental experience, she has an MPA from CSUN,
a BS with an Accounting concentration from CSUSB, and she possesses a a
Governmental Accounting Certificate from CSU Riverside.

With Yolanda's years of governmental fund accounting expertise, she has been
able to "hit the ground running" and will also be an important resource for helping °
complete the implementation of the new finance software implementation,
including the yet-to-be-completed New World Payroll/HR module. Yolanda is a N
leader and works closely with the Finance team to complete projects in a timely
and accurate manner. ti

1. The Administrative Services Department, Finance Division, has been faced with W
several significant challenges over the last two years. The loss of key finance staff
resulting in the vacancy of nine positions including the top four positions in the 0
department along with several key accountants, including the Accounting Manager. >_
Yolanda has filled the role of Principal Accountant and Acting Accounting Manager E
and brings critical complex government accounting experience to the City as a full-
time employee. 0

2. A significant issue that impacted the accounting staff two years ago was a new
w
complex finance software system that was to be implemented within a very short 3
time period and without the support of additional staff or outside technical support. LL
This project, along with the filing of the bankruptcy, has put the staff and the City a
behind on many essential accounting functions and reports. Yolanda has experience
successfully implementing a complex finance software system in the City of Chino.
3. The City is now responsible for the day-to-day accounting for the Redevelopment
Successor Agency due to the States elimination of RDA's in California which, in the a
past, has been handled by a separate legal EDA (aka RDA) entity. Yolanda has
RDA accounting experience and will be an asset to the City helping complete the

semi-annual ROPPS filing and new successor agency related accounting
requirements.
4. The City is now responsible for the financial side of various HUD programs including
HOME, NSP I & III, formerly with the EDA. This is in addition to the current CDBG 6
and ESP programs that have been handled by the City for the last several years. N
Yolanda has extensive experience with HUD, including the use of their IDIS software
and the processes necessary to perform accurate and timely drawn downs to
reimburse the City for expenses already incurred.

5. Due to the City's current financial situation and staffing challenges, the City has
been required to bring in experienced accounting personnel that can help catch up a
with completing the annual CAFR and help support existing Finance personnel
without those staff members having to help "train" inexperienced personnel — N
Yolanda has those skills.
