MAYOR'S CHIEF OF STAFF (U)
JOB SUMMARY
Under policy direction of the Mayor, performs specialized work including the review and analysis
of issues, reports and services; represents the Mayor at meetings with constituents; represents
the Mayor at various committee and community meetings; serves as liaison for the Mayor with
City departments, constituents groups, civic organizations and public bodies; and performs
related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Mayor's Chief of Staff is a professional administrative staff position in the Office of the
Mayor. Serves the Mayor as a resource person, analyst, administrator and confidant.
Supervises the work of other administrative and clerical personnel. Dealing with City
Department Heads, works in close coordination with the Office of the City Manager. Incumbent
must be willing to work varying hours.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude it from the
position if the work is similar, related or a logical assignment to this class.
1. Provides courteous and expeditious customer service to the general public and City
department staffs.
2. Plans, organizes and controls special services provided to the Mayor; acts as liaison
between the Mayor and branches of the City government to include, but not limited to,
administrative and finance offices, departments, agencies, commissions, authorities;
appears before public bodies as designated by the Mayor and reports back the results of
such meetings.
3. Provides assistance to the Mayor in a variety of administrative matters related to the
Mayor's office operations; accomplishes a variety of administrative and research studies
to prepare background information; coordinates the Mayor's requests for information or
services from various City departments.
4. Answers inquiries from the general public by telephone, correspondence or in person;
meets with citizens in the role of mediator, problem-solver and counselor to provide
guidance, advice and/or assistance for the purpose of resolving problems.
5. Supervises the work of administrative and clerical staff of the Mayor's Office; prepares
press releases for the Mayor; writes staff reports on situations, problems and studies by
the Mayor.

GENERAL QUALIFICATIONS

Ability to:
1. Analyze a variety of administrative problems and make sound policy and procedural
recommendations as to their solution;
2. Maintain the confidentiality of privileged information;
3. Design and implement sound management and research techniques and procedures;
4. Operate a variety of office equipment including a computer and applicable software
applications;
5. Supervise the work of administrative and clerical personnel;
6. Express ideas effectively, both orally and in writing;
7. Understand and carry out oral and written instructions;
8. Establish and maintain effective working relationships with those contacted in the course
of work.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from an accredited four-year college or university with a major in political science, public or
business administration or a closely related field; and two (2) years of responsible
administrative-level experience performing staff work in a governmental agency. Up to two
(2) additional years of the specific experience may be substituted for two (2) years of
education on the basis of 30 semester units being equivalent to one (1)year of experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.

3 THIS AGREEMENT is made and entered into this 7th day of April, 2014 ("Effective
4 Date") by and between the CITY OF SAN BERNARDINO, a charter city ("CITY") and =
5 MICA-PR INC. ("MICA-PR"). a
6 WITNESSETH:
7 WHEREAS, CITY has the need for the services of a Chief of Staff to the Mayor; and
8 WHEREAS, MICA-PR asserts that it is competent, trained and qualified currently to
9 perform the duties of a Chief of Staff to the Mayor; and 3

17 3. COMPENSATION AND EXPENSES. For the term of this Agreement, MICA-PR shall

18 be compensated for its services at $62.50 per hour. MICA-PR shall not be entitled to any M

19 compensation, leave accruals, retirement or other benefits beyond the aforementioned hourly rate c
20 of pay. Requests for reimbursement shall not exceed $500.00 per month. In no event shall the E'

21 total amount paid to MICA-PR exceed$35,000.00 r

22 4. TERMINATION. Under the terms of this Agreement,MICA-PR serves as an "at will"
23 employee and may be terminated at any time, with or without cause,and MICA-PR may terminate a
24 this agreement at any time. Nothing in this Agreement shall be construed as creating any vested
25 right in the position of Chief of Staff to the Mayor or in employment with the CITY.
26 5. ENTIRE AGREEMENT. This Agreement contains the entire agreement between the

I parties. Any correspondence, letters, documents, or discussions leading up to this Agreement or
2 in any way made between the parties or their agents are replaced and superseded by this
3 Agreement.
4 6. COMPLIANCE WITH LAWS. The parties hereto shall comply with applicable laws c
5 of the United States of America, the State of California, and all other applicable laws. a
6 7. GOVERNING LAW. This Agreement shall be enforced and interpreted under the laws
7 of the State of California. co

8 8. ATTORNEY'S FEES. In any litigation relating to this Agreement, the prevailing party
9 shall be entitled to reasonable attorney fees. The cost, salary, and expenses of the City Attorney 3

10 and members of his/her office in enforcing this contract on behalf of the CITY shall be considered m

11 "attorney's fees" for the purposes of this paragraph. d

12 9. SEVERABILITY. If any portion of this Agreement is held to be invalid by a court of

13 law, such provision shall be considered severable, and the remainder of this Agreement or any
14 provision hereof shall not be affected. in

15 10, WAIVER. Failure of either party to enforce any provision of this Agreement shall not
16 constitute a waiver of the right to compel enforcement of the remaining provisions of this o
