Authorization to Submit the 2014-2015 Housing and Urban Development Action Plan
Mayor Davis opened the hearing.
Brandon Mims, Project Manager/Assistant of the City Manager, stated that each year the
City has to submit its annual Action Plan as a recipient of CDBG, HOME and ESG
dollars. He stated that the primary goal is to ensure decent, affordable housing and to
provide the most vulnerable in the community with opportunities to create jobs,
expansion and business retention. Mr. Mims provided a brief background of the
programs and explained the difference between the Action Plan and the Consolidated
Plan. He announced the availability of a new website, a community research exchange
for the City's community development programs that will be financed out of the block
grant.
Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those
individuals wishing to speak on the matter that they would provide true and honest
testimony.

RES. CDC/2014-1 — Resolution of the Community Development Commission of the
City of San Bernardino Electing Members of the Commission to the Board of Directors
of the San Bernardino Economic Development Corporation.
Council Member Shorett stated that he was willing to remain on the board if there were
no objections. He made a motion recommending that Mayor Davis and Council Member
Mulvihill serve on the board. The motion died for lack of a second.
Deputy City Attorney Dimichele advised that it is not clear in the Municipal Code, the
Charter, or the SBEDC By-Laws, whether the Mayor is eligible to be a member of the
commission or not. He recommended that the Mayor not be appointed until such time as
the By-Laws are changed.

8. Public Comments on Items Not on the Agenda
Betty Jean Long, spoke about the Mayor's chief of staff and said she didn't think he
needed one; and stated that she'd been treated terribly on the Omnitrans bus.
Valerie Ashton, Carlsbad, spoke about the partnership between Upward Dog Rescue and
the City of San Bernardino, and how a dog she wanted to rescue was euthanized; and
asked to meet with council members to find agreeable solutions to the animal control
issues. Ms. Ashton submitted her comments into the record.
Angela Halfman, San Bernardino, said she had worked casually in rescue in San
Bernardino and frequently visits the Devore animal shelter. She stated that she finds
walking into the San Bernardino City shelter disturbing and that the video about Sue the
dog brought some common practices to the forefront. She said the City needs to be held
accountable for breaking laws.
Steve Miller, Highland, said he plays and walks with the pit bulls at the City shelter
every day and he said he sees dogs come in healthy and leave sick. He stated that many
items are donated,but are never used.
Sol Plante, Corona, said she goes to the shelter every week to visit the dogs. She said she
was asking for a change in the shelter and asked what the policy is for euthanizing
animals. She asked for time to network the animals to find them homes. She stated that
she and others just want to work with the shelter.
Andrea Neyses, Highland, said she visits dogs frequently at the San Bernardino City
Shelter. She spoke about a group of boxer puppies that were put down the previous
Saturday. She stated that she asked people at the shelter who was in charge of providing
medication or changing bandages and was told they didn't know. She is demanding
accountability at the shelter. She said the shelter hours are an issue as well, because
many people cannot get to the shelter by 4:30 p.m.
Dora Mayes, Riverside, said that the Animal Alliance Foundation of San Bernardino has
offered to help the City, but the City needs to be open to that and allow them to do it.
She asked if a vet technician was being used to euthanize the animals. She stated that
10 when she goes to the shelter she's met with rudeness and incompetence, and the staff
does not care about the animals.

Marla Tauscher, Pasadena, said she is an attorney that specializes in animal issues and
she informed the Council that she had recently filed a police report concerning the
shelter. Ms. Tauscher stated that the activities at the shelter amount to abuse, cruelty and
neglect. She said no one at the facility is licensed to diagnose,prescribe or administer the
drugs that are coming into the shelter and there is no on-site vet. She stated that job
descriptions are in violation of state law and the operations manual is atrocious.
Susan Keithly, Rancho Cucamonga, asked if the council is proud of the shelter, and if
not, what are they going to do about it. She stated that people are tired of seeing the
horror stories of the animals. She thanked the volunteers for going in and working for the
benefit of the animals. She said someone on the council has to be a hero and do the right
thing.
Sandra Owen Olivas, San Bernardino, announced that the Perris Hill Park Market Night
would be held on Monday, May 5, 2014, from 6:00-9:30 p.m.; and announced that the
Historical and Pioneer Society would be holding Railroad Days on April 12-13, 2014,
from 10:00 a.m. to 4:00 p.m.
Donald Yerton, Highland, spoke about a homeless camp on City-owned property at
1384-1394 Hillside Drive. He stated that they have been terrorizing, vandalizing, and
burglarizing the neighborhood for several months. He asked the City to find out who has
ownership of the problem and get it cleaned up.
Ann Roberts, La Puente, spoke about the conditions of the animals at the shelter. She
asked all the people involved in running the shelter to analyze the conditions, policies,
and motivations of the staff, and requested immediate isolation and quick treatment of
sick animals.
Jeffrey Dice, Rialto, pleaded with the council to making upgrading the shelter a priority.
Many organizations have offered to help, but the antiquated facility and inefficient
policies halt the efforts of many. He asked the Council to institute policies that will
ensure the animals receive the treatment, care and dignity they deserve. He stated that
with collaboration and teamwork, the City can improve the conditions at the shelter and
create a facility the community can be proud of.
Robert Porter, San Bernardino, asked the council to take into account the people's
feelings for the animals.
Rene Hersey, Palm Springs, said she has been photographing animals at the City shelter
for two years, and during that time she has noticed a consistent inconsistency in the
attention to the medical needs of the animals. She stated that staff is meticulous in the
management of the employees, but not the animals. She said they lost their vet tech
several months ago and the veterinarian cannot devote enough time to properly assess the
health status of the animals.
Steven Krueger, San Bernardino, stated that on April 3, 2014, he had a hearing for Code
Enforcement violations and was under the impression that it would be with an impartial
arbitrator, but that was not the case. He stated that the Police came into his house and
detained him and gave Code Enforcement, Edison, and the Fire Department free reign of

his house and property. He said his constitutional rights were violated and requested a
jury trial for all the violations.
0 Dolores Armstead, San Bernardino, said she was speaking on behalf of the Delmann
Heights pool. She said the pool is located in the third largest park in the City and yet it is
one of the most neglected parks in the City. During a past Council meeting, City staff
suggested closing the pool because the children are not using it. However, she said
attendance is low because the City is not maintaining the pool. She stated that the
Delmann Heights pool needs to be kept open as it serves a community of a few thousand
people.
Ron Coats, San Bernardino, stated that over the last several months an individual has
! made numerous misstatements about the Fire Department; stated that the council needs to
stop the sale of fireworks, close down pot shops, and make the permitting process
quicker; and stated that a no bid contract for the mayor's chief of staff does not pass the
smell test.
Roger Henderson, San Bernardino, spoke about the possibility of Charter change. He
said it was too important to be rushed into and that it didn't need to be done this year. He
stated that the council needs to come up with positive changes to put before the public. If
there is transparency and a clear plan for the City's future, he said he and others will get
behind the mayor. He suggested changing the City's image to one that is more business
friendly and safe.
Sharon Logan, Seal Beach, said she has been rescuing animals from the San Bernardino
City shelter for two years. She stated that they have rescued hundreds of dogs that have
brought tremendous joy. They have also rescued many dogs that have brought extreme
sadness and broke their spirits because of the sickness and diseases they incurred while
they were in the shelter and no amount of resources and best medical attention could save
them. The shelter should not be known for suffering or sickness, or be known as a death
camp. She said the manager and some of the staff in the shelter are corrupted and should
be removed.
Karen Sheldon-Swanson, Chula Vista, spoke about a few animals she has worked with
whose lives have been affected by the decisions made by San Bernardino City shelter
management.
