(#2833) Current Business Registration Certificate: Not Applicable Financial Impact: Adoption of the attached Resolution will increase the City's total FY2014 Budget in the Community Development Block Grant Fund(119)by$555,429, from $2,671,303 to $3,226,732, the latter of which is the City's actual FY2014 CDBG appropriation amount. As is typical in most cities,the adopted CDBG budget was an estimate based on prior year allocations -- the actual appropriation amout is not usually known at the time of budget adoption. Mayor to open the hearing. . . Motion: Close the hearing; and adopt the Resolution. Svnopsis of Previous Council Action: On May 20, 2013, the Mayor and Common Council approved only the portions of the Plan allocating funds to the public service agencies listed below (19 agencies totaling $260,000) and to park improvement project ($315,000). The remainder of the item was referred back to the CDBG Ad Hoc Committee for further discussion. On June 6, 2013, the Ad Hoc Committee referred this item to the Council for approval. The above mentioned projects, activities, and amounts were approved as the City's Action Plan on June 15, 2013, On June 15, 2013, the Mayor and Common Council adopted the City's 2013-2014 Action Plan, approving the allocation of$2,671,303 in federal CDBG funds. FY2013-2014 Substantial Amendment According to the City's current adopted Citizen Participation Plan, changes to the Action Plan are considered"Substantial Amendments"when any of the following occurs: • There is change in the City's funding allocation and priority or method of distributing funds within a program year as identified in the approved Plan. Updated:2/13/2014 by Georgeann"Gigi"Hanna D Packet Pg.255' i '6 A Fi 2833 • There is a change in activity/project or program description to the extent that the activity/project or program will be perceived as a new activity/project or program not previously described in the approved Plan. • There is a change in the scope, purpose, location or beneficiaries of an activity/project or program described in the approved Plan. • Using funds from any activity/project or program covered in the approved Plan (including program income)not previously described in the approved Plan. 2013-2014 CDBG Funding This 2013-2014 Annual Action Plan amendment is necessary to add $555,429 of unallocated CDBG finds to the budget as defined in the table below. As is typical in the management of the Community Development Block Grant (CDBG) and similar programs, staff prepared the 2013- 2014 Action Plan budget based on instruction from the Los Angeles Housing and Urban Development Department (HUD). For 2013-2014, staff adhered to instruction from HUD to reduce Action Plan"budgets" five percent(5%) from last year's amounts. rrog am Bud eg ted Actual Difference Community Development Block Grant $2,671,303 $3,226,732 $555,429 Total Amount to be Reallocated $555,429 Reallocation of CDBG Funds The total amount of CDBG funds to be reallocated is $555,429. Staff is proposing that these funds be reallocated to the following projects: 1. Commercial Building Rehabilitation Program ($150,000): The Commercial Building Rehabilitation programs primary objective is to provide financial incentives for commercial property owners and tenants to make facade and sign improvements to their structures. The long term objective is to upgrade the Downtown Business/Government Center by improving the physical and economic vitality of the area. Staff recommends a maximum of $20,000 grant per business. This is a new project, there was no prior funding. 2. Small Business Facade Improvement Program ($150,000): The Small Business Fagade Improvement Grant Program assists business owners, tenants, and property owners with a matching grant of 50%, up to a maximum of$10,000 to enhance the curb appeal of their business storefront by providing funds to complete certain exterior improvements. This Program is for businesses located within the City of San Bernardino. This is a new project,there was no prior funding. 3. Dangerous Building Elimination Program ($100,000): The City will develop a Dangerous Building Ordinance and Elimination Program. A grantee may demolish any building that meets their dangerous building code definition. In a CDBG demolition-only project, not more than 25% of those demolitions may be commercial structures. A grantee must have documentation of compliance with their local ordinance prior to the initiation of the demolitions unless this documentation was provided in the application. The grantee must have a copy of the citation in each property owner's project file. This is a new project,there was no prior funding. 4. Library Improvement Project (+$55,429): - The Library Improvement project is proposed to renovate several public areas of the City's Main Library, Feldhym Library, ,_ g r r p The original including renovation of the Literacy ,enter and interior im TOtieiiiciiLS. project was funded at$100,000. 5. Mobile Home Grant Program (+$100,000): - Although the compact nature of mobile homes generally reduces maintenance costs, the cost of maintenance as units age and deteriorate can overextend a lower or moderate income household's budget. The Mobile Home Grant Repair Program is proposed to be administered by Old-timers Foundation, Inc., Inland Housing Development Corporation, Inc. (IHDC) and Neighborhood Housing Services of the Inland Empire (NHSIE). The program provides grants between $5,000 and$10,000 for mobile home repairs. The original project was funded at$100,000. Public Notice In compliance with the City's approved Citizens Participation Plan and CDBG/HOME regulation under 24 CFR 570.302 and 24 CFR 91.105, the City published a public notice in the Sun Telegram on January 30, 2013 to infonn residents of the availability of this proposed substantial amendment and that written comments or questions on the Substantial Amendment would be accepted during the comment period through February 13, 2014 in the City Manager's Office at 300 North"D" Street, San Bernardino, CA 92418 or by e-mail to Mims Brgsbcit�org <mailto:Mims Brksbci .org>.
