Synopsis of Previous Council Action: 10/21/2013 Resolution 2013-301 was approved authorizing the submission of the CaIGRIP grant application. Background: On August 8, 2013, the Board of State and Community Corrections, (BSCC), released a Request for Proposal for the California Gang Reduction, Intervention, and Prevention, (CalGRIP), Program Fiscal Year 2013/2014. Cities may apply for up to $500,000 in grant funds for a period of two years to be utilized for gang prevention, intervention, and suppression activities. Successful applicants were required to distribute at least 20 percent of the grant funds to one or more community-based organizations. On October 21, 2013, Resolution 2013-301 was approved authorizing the submission of the Ca1GRIP grant. On January 8, 2014, the City of San Bernardino Police Department received a letter from the BSCC advising it had been selected to receive grant funding for the 2014/2015 Ca1GRIP grant. The grant will provide a total of$308,435 for a two year period. The grant period will begin on January 1, 2014, and end on December 31, 2015. Updated:2/10/2014 by Jolena E.Grider A Packet Pg. 133 2924 This grant proposes that the City of San Bernardino Police Department contract with the Urban Conservation Corps, (UCC), for evidence-based gang intervention services. County of San Bernardino Probation Department probation officers will collaborate to provide suppression support to the SBPD gang unit. In addition, California State University San Bernardino, ircUSm k,, B) School of Correctional Education will provide the mandated program evaluation component. Gang intervention services will be provided to i00 probation and at-risk youth. Target areas for grant activities were selected based on violent crime data related to gangs and consist of H Street east to Waterman Avenue and 5th Street north to Highland Avenue. The Urban Conservation Corps is a division of the Southern California Mountains Foundation (formerly the San Bernardino National Forest Association), a 501 (c) 3, located in the City of San Bernardino. The mission of the Urban Conservation Corps is to provide opportunities for at- risk youth and young adults to work and service in communities and in public lands to gain valuable workforce skills and to become more productive and successful in life. This is achieved through a structured workforce training program, life skills development, case management services, and a charter school that leads to a high school diploma. Since its inception in 2005, the Urban Conservation Corps has impacted thousands of young people who predominately live in the City of San Bernardino. The Urban Conservation Corps has been highly successful in their intervention efforts with gang affiliated and at-risk youth who are at risk of joining gangs. The UCC will be utilizing the Botvins Life Skills curriculum for youth in the program. Funding requires a cash or in-kind dollar-for-dollar match of funds awarded to the recipient. The match will be met through all in-kind services: $271,435 provided by the Urban Conservation Corps, $10,000 from CSUSB, and $27,000 from the City of San Bernardino Police Department personnel. The BSCC reserves the right to call for a program or financial audit at any time between the E execution of this Grant Agreement and 60 days following the end of the grant period. At any time, °' the BSCC may disallow all or part of the cost of the activity or action determined to not be in Q compliance with the terms and conditions of this Grant Agreement, or take other remedies legally available. v ARTICLE 10: CHANGES o C 0 A. Grantee shall immediately advise the BSCC of any significant problems or changes that arise during the course of the project. 0 w B. No change or modification in the project will be permitted without prior written approval from the N BSCC. Changes may include modification to project scope, changes to performance measures, compliance with collection of data elements, and other significant changes in the budget or Q program components contained in the Application for Funding. Changes shall not be Y implemented by the project until authorized by the BSCC. s X W C. Under no circumstances will any budget item changes be authorized which would cause the project to exceed the amount of the grant award identified in this Grant Agreement. Further, in a) E no event shall changes be authorized for the Indirect Costs/Administrative Overhead line item that would result in that item exceeding ten percent(10%)of the grant award. Q ARTICLE 11: DISBURSEMENT A. The Grantee shall be paid in funded categories using the invoice form submitted to the BSCC or other processes determines by BSCC, certifying the accuracy of the reports in accordance with generally accepted governmental accounting principals and BSCC regulations, guidelines, policies and procedures. N w C. If the Grantee is dissatisfied with an action of BSCC staff, the Grantee may appeal to the Deputy Director of the Corrections Planning and Programs Division of the BSCC. Such appeals shall be E filed within 30 calendar days of the notification of action with which the Grantee is dissatisfied. N The appeal shall be in,.,r'ting,and shall: a� • State the basis for the dissatisfaction; Q State the action being requested of the Deputy Director; and, >_ • Include any correspondence/documentation related to the cause for dissatisfaction. D. The Deputy Director will review the correspondence and related documentation and render a -� decision on the appeal within 30 calendar days, except in those cases where the Grantee withdraws or abandons the appeal. The procedural time requirement may be waived with the CD mutual consent of the Grantee and the Deputy Director. E ai M E. The Deputy Director may render a decision based on the correspondence and related documentation submitted by the Grantee and may consider other relevant sources of information deemed appropriate. The decision of the Deputy Director shall be in writing and shall provide the rationale for the decision. ci 0 F. If the Grantee is dissatisfied with the decision of the Deputy Director,the Grantee may file a request o for review by the BSCC Executive Director. Such a request shall be filed within 30 calendar days after receipt of the Deputy Director's decision.
