ALLOCATION OF ENERGY EFFICIENCY CONSERVATION BLOCK GRANT FUNDS TO
THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO
BACKGROUND:
On February 17, 2009, Congress passed the American Recovery and Reinvestment Act of 2009
("ARRA") which provided economic stimulus funding to a variety of programs. One of the new
programs receiving funding from ARRA was the Energy Efficiency Conservation Block Grant
(EECBG) Program. The EECBG provides grants to local governments, states, territories, and Indian
tribes, to fund projects that reduce energy use and fossil fuel emissions, and that improve energy
efficiency. The EECBG Program received $3.2 billion in nationwide funding and out of that figure,
$2.8 billion was made available as direct grants to cities, counties, states and Indian tribes with the
remaining $400 million being made available through a competitive grant process.
On June 15, 2009, the Mayor and Common Council approved the submittal of an application to the
Department of Energy for $1,954,600 in EECBG Funds. The application was approved on September
8, 2009. The purpose of the EECBG Program is to assist agencies in implementing strategies to reduce
fossil fuel emissions in a manner that maximizes benefits for local and regional communities. A key
component of EECBG is to create and/or retain jobs and quantify the amount of energy usage and
greenhouse gas (GHG) emissions reduced directly from the implementation of programs and projects
funded from the program.
CURRENT ISSUE:
One of the requirements of the EECBG Program for jurisdictions receiving over $250,000 is the
development of an Energy Efficiency & Conservation Strategy (EECS). The Strategy is required to
include a series of measurable goals and objectives that are aligned with the purpose and intent of the
EECBG, as well as an implementation plan for achieving the goals and objectives, including any new
programs and/or projects. Part of the required documentation and data that needs to be collected is
baseline energy use and GHG emissions inventory. This data is critical in identifying the expected
outcomes of the Strategy including jobs created and/or retained, energy saved, renewable energy
capacity and the reduction of GHG emissions.
In September, 2009, the City entered into a Professional Services Agreement with AECOM to develop
the EECS. The Strategy is now complete and the remainder of the EECBG Funds are available to
implement energy efficiency projects. The funded projects are as follows:

The City has requested that $86,465 be allocated to the Agency for the preparation of Solar Power
Purchase Agreement (PPA) proposals and that the funds be made available to and administered by the
Agency as a sub-recipient of the application of the City for the use of Agency resources in preparing
the PPA proposals. These funds will not be transferred by the City to the Agency but will be used by
the City to pay the costs incurred by the Agency in the preparation of the proposals to obtain PPAs and
for the preparation of the actual PPAs. The proposals will be prepared by the Agency for Photo-
Voltaic ("PV") solar projects at various City and Agency owned facilities, and the $86,465 amount
will be used to pay the costs associated with obtaining the PPAs for these PV solar projects.
ENVIRONMENTAL IMPACT:
None. This activity does not meet the definition of a "Project" under Section 15378 of the California
Environmental Quality Act ("CEQA"), which states that a "Project" means the whole of an action,
which has a potential for resulting in either a direct physical change in the environment, or a
reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT:
There is no fiscal impact to the City's General Fund.
RECOMMENDATION:
That the Mayor and Common Council and the Community Development Commission adopt the

6 WHEREAS, the Redevelopment Agency of the City of San Bernardino (the "Agency") is a
7 community redevelopment agency duly created, established and authorized to transact business and
8 exercise its powers, all under and pursuant to the California Community Redevelopment law (the
9 "CRL"),codified under Division 24, Part 1 of the California Health and Safety Code commencing at
10 Section 33000 and is authorized to construct improvements located within the approved
11 redevelopment project areas in the City of San Bernardino (the "City") in accordance with the CRL;
12 and
13 WHEREAS, on February 17, 2009, Congress passed the American Recovery and
14 Reinvestment Act of 2009 ("ARRA") which provided EECBG funds to the City; and
15 WHEREAS, the EECBG program received $3.2 billion in nationwide funding; and

24 City and Agency owned facilities.
25 NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED
26 BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, AS

I Section 1. The information set forth in the above recitals of this Resolution is true and
2 correct.
3 Section 2. The Council hereby approves the allocation of$86,465 in EECBG funds from
4 the City to the Agency for administration and preparation of PPA proposals for PV solar projects at
5 various City and Agency owned facilities. Such funds shall be retained by the City and used for the
6 payment of those costs as incurred by the Agency in furtherance of such PPA proposals for PV solar
7 projects.
8 Section 3 This Resolution shall take effect upon its adoption and execution in the
9 manner as required by the City Charter.
