Date: November 3, 2010 M/CC Meeting Date: November 15, 2010 Synopsis of Previous Council Action: On October 5, 2009, the Mayor and Common Council approved the establishment of salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire Engineer), and P-4 (Fire Investigator/Captain), effective August 1, 2009. Recommended Motion: 1. That salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire Engineer) and P-4 (Fire Investigator/Captain) be established, effective August 1, 2010. 2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the above action. 3. Authorize the Director of Finance to amend the FY 2010/1,1 budget. Background: Section 186 of the City Charter established a formula for setting salaries for local safety members, effective August 1 of each year. An agreement was reached with the Fire Safety Unit for the 10 cities to be used for this year's calculations. The salaries of those cities have been averaged to determine the salaries for this year's Fire Safety classifications. Additionally, to better reflect the Fire Department's staffing levels and overtime costs for FY 2010/11, their overtime account should be decreased by $6,300. This brings the total amount for Fire Safety to $107,400. By comparison, total Section 186 costs for this group in FY 2009/10 were $544,600 which included $42,700 for the department's overtime budget. The Firefighter Trainee salary will be set at $4,294 per month, which is 80% of the Firefighter (P-1), Step A, salary. Financial Impact: The City's FY 2010/11 approved budget included $1,300,000 in General Government for all Charter 186 anticipated salary increases. The amount of Charter 186 salary increases for Fire Safety as outlined above is $107,400. This action will leave a remaining balance of$1,192,600. Recommendation: 1. That salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire Engineer) and P-4 (Fire Investigator/Captain)be established, effective August 1, 2010. 2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the above action. 3. Authorize the Director of Finance to amend the FY 2010/11 budget.
