Recommended Motion: That the Mayor and Common Council authorize the closure of City Hall for Christmas Eve/Christmas Day on Wednesday, December 22, 2010, and Thursday, December 23, 2010; and New Year's Eve/New Year's Day on Wednesday, December 29, 2010, and Thursday, December 30, 2010. Description) Finance: Council Notes: Agenda Item No. j q 11 - /5 aUI0 z CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff Report Subject: 2010-2011 Holiday Closure Days Background: This year, Christmas and New Year's holidays fall on Fridays and Saturdays (December 24/25 & December 31/January 1, 2010/11). Due to the Friday closure of City Hall, staff is recommending that the holidays that fall on Fridays be observed on Wednesdays (December 22 and December 29, 2010) and that the holidays that fall on Saturdays be observed on Thursdays (December 23 and December 30, 2010). This schedule change will allow most employees to use their holiday time instead of accruing unspent holiday time. Every department in City Hall will be open for business on the Monday and Tuesday of each holiday week. It is anticipated that there will be little public traffic on these days. Human Resources Department staff met with SBPEA, the recognized representative for the General and Middle-Management employees, and the Confidential/Management group regarding the closure dates. Most of the employees in these groups are on a reduced work week with Fridays off, and moving the observance of the holidays to Wednesdays and Thursdays will provide an anticipated cost savings to the City of$1,400.00 in utility costs. This closure does not impact Police or Fire operations, or any other critical operations. Attached is a listing of departmental availability during Holiday Closure 2010 & 2011. The miscellaneous bargaining units (General, Middle Management and Confidential/Management and Unclassified) concur with the above recommendations. Financial Impact: Anticipated cost savings is $1,400.00 in utility costs. Attachment: Holiday Operations 2010 HR:Agenda Items/Holidays/2010-2011 Holiday Cl osure/SR.HolidayClosure.2010-11 �LUIampa'o r Holiday Operations 2010-2011 City Hall will be closed Wednesday through Friday, both the week of Christmas and the week of New Year's (December 22, 23, 24, 29, 30, 31). The following departments will remain open during the Holiday closure: Police Fire Note: Emergency Services and Response remains open; Administrative Office and Fire Prevention Bureau will observe City Hall closure schedule. Police (non-emergency) The various divisions of Police Department will be available as follows: Animal Control - The Animal Shelter will be closed to the public on December 24, 25, 31 and January 1, 2011. Animal Control Officers will be working all days, and on-call all nights. Downtown Security - Not available Parking Control - Not available The following departments will be open with certain conditions: City Attorney's Office This office will observe the Holiday closure on December 24 and 31,but will be open on December 22, 23, 29 and 30. Community Development Community Development, including Code Enforcement, will follow the Holiday closure. Building inspections may be provided as determined on a case-by-case basis. Economic Development Agency The Economic Development Agency offices will be closed on December 22, 23, 24, 29, 30, 31. Information Technology Print Shop and Mail Service will follow the Holiday closure. Library The Feldheym Central Library will be closed Friday and Saturday during the two weeks of the holidays, December 24-25 and December 31-January 1. Parks, Recreation and Community Services The Parks, Recreation and Community Services Main Office will be closed according tot the Holiday closure. The Parks Division will be closed during the Holiday closure, except for limited park maintenance at Littlefield/Shultis Park, Hudson Park, Perris Hill Park, Wildwood Park, Seccombe Lake Park, and Lytle Creek Park. Cemetery employees will be off during the Holiday closure; however, the grounds will remain open for visitors on those dates. Recreation Division Centers will be closed for the Holiday closure. Hours of operation during the balance of the holiday season are as follows: Hernandez Center 8 am to 8 pm (Children's hours 1-8 pm) Campos Center 8 am to 8 pm (Children's hours 1-8 pm) Lytle Creek Center 9 am to 8 pm (Children's hours 1-8 pm) Nicholson Center 10 am to 8 pm(Children's hours 1-8 pm) Perris Hill and 5th Street Senior Centers and CID will be closed in accordance with the Holiday closure. Public Works Integrated Waste Management employees will observe the December 25 and January 1 holidays only. Residential and commercial customers will be one day late on receiving services after the Friday holidays. All other crews will be off unless on standby(sewer crew). Public Works utility and/or capital projects inspections may be provided as determined on a case-by-case basis. The various divisions of Public Works will be available as follows: Building Maintenance - On-call for emergencies only; please call Fire Dispatch at 384-5777. Custodial Maintenance - Will continue in full operation to Carousel Mall and Central Police Station. Office Staff - Not available. Water Department City Hall and Water Reclamation Plant offices will be closed on December 23, 24, 30, 31. Twenty-four hour crews will be available for emergencies.
