Dear Mayor Moms and Ms. Hazlett:
My name is Samuel Williams,Jr. and I am a constituent of the City of San
Bernardino's Fifth (5`h)Ward. Please allow this letter, resume, list of references and
application to serve as official notice of my interest in serving on the "5`h Ward Fine Arts
Commission"that is presently vacant.
I've filed a letter of interest and required paperwork for the 5`h Ward Fine Arts
Commission position in February 2009 and later interviewed for the position with 5`h
Ward City Councilman Chas Kelly in July 2009. I received no further communications
regarding the position afterward.
In February 2010, I ran into Councilman Kelley at a 5`h Ward Ralph's
supermarket and he asked me to apply again. I re-submitted a letter of interest for the
same Fine Arts Commissioner position based on that request and again received no
response.
I originally submitted my application because there had been made mention that
young African American males have shown no interest in serving the community. I was
also intimated that Mayor Morris was really pushing for diversity in the city government
and specifically wanted qualified young black men to step up. This was my attempt to
step up.
I have a bachelor's degree in Print Journalism from Norfolk State University.
Professionally, I am a grant writing consultant for several local non-profit
agencies (company name Seahorse Communications Group).I just recently.secured
$20,000 in funding from San Manuel Band of Mission Indians for the San
Bernardino Public Library at the behest of the Friends of Dorothy Inghram Library
I (FODIL).
I am also the head coach of the San Bernardino County Smooth Stones, who will
represent the State of California and San Bernardino County in the 2010 Amateur
Athletic Union (AAU) Junior Boys' Basketball Division II National Championship to be
played July 26 — August 1 at the ESPN Wide World of Sports® Complex located in
Orlando,Florida. .
In addition, I was recently added to the ministerial staff and appointed Minister of
Special Projects by Rev.Larry E. Campbell who serves as Senior Pastor at St. Paul
A.M.E Church. I am an active member of the San Bernardino Clergy Association
I (SBCA) and the Inland Empire African American Clergy Association (IEAACA). Rabbi
Hillel Cohn and Rev. Campbell,both men who are powerful mentors in my life, have
both consented to serve as sources of recommendation for the position should you so
choose to call on them.
Needless to say, my involvement by working with community organizations,
coaching/mentoring the area's youth and establishing a network with area clergy, I would
bring to the 5t'Ward Fine Arts Commission a well rounded view in helping to shape the
community.

Attached, please find the letter I submitted to you in February 2009 asking to be
considered for the position over one year ago. My application was submitted because
there was a continent made that young African American males have shown no interest in
serving the community. I interviewed for the position and I am a bit disheartened that
after one year, I have received no word regarding whether the position has been filled or
not.
I have a college degree,have raised over$100,000 as a grant writing consultant for
local non-profit agencies (company name Seahorse Communications Group)and have
worked tireless for my church as a Sunday School teacher/secretary of the Men's
Ministry/Steward Board member.
Since my application last year, I have successfully completed my ministerial
apprenticeship and on Sunday, March 7, St. Paul A.M.E Church senior pastor, Rev. Larry
E. Campbell, will officially announce my acceptance of God's call to ministry and will
become a first year licentiate minister at St. Paul A.M.E Church. I am an active member
of the San Bernardino Clergy Association(SBCA) and the Inland Empire African
American Clergy Association (IEAACA). Rabbi Hillel Cohn and Rev. Campbell,both

Hello Councilman Kelly,
It was great to see you at the supermarket last night. Per your request,I've left a message at the
city council office. In addition, below I'm providing an update of my background since our
interview for the vacant Fine Arts Commissioner position took place on May 21, 2009.
Also, I have good news since we interviewed. I am now, under the supervision of Rev. Larry E.
Campbell at St. Paul A.M.E Church, serving my apprenticeship in preparation to study in the
African Methodist Episcopal (AME) ministerial program. Once completed, I begin officially
studying within the ministry in January 2010.

Seahorse Communications Group President Samuel Williams, Jr., started his public relations/grant
writing consulting company in January 2009 but has demonstrated his ability as a reputable journalist
nationally and proved his ability to secure grants for non-profit organizations regionally for the past 27
years.
In the capacity of public relations consultant, Williams writes media alerts, organizes media events
and places advertisement buys for St. Paul A.M.E Church in San Bernardino, Ca. Williams also serves
as a grant writer for five clients: The Provisional Accelerated Learning Center(PAL Center) located in
San Bernardino, Ca.; The KIS Foundation, a Sickle Cell Anemia foundation started by actress Kiki
Shepard located in Los Angeles, Ca.; the St. Paul A.M.E Church's non-profit arm"New Focus
Community Outreach" located in San Bernardino, Ca.; the San Bernardino Boys and Girls Club located
in San Bernardino, Ca.; and the Friends of Dorothy Inghram Library(City of San Bernardino Public
Library) located in San Bernardino, Ca. Within 10 months, Williams has raised over$105,000 in
funding for his clients: a.)$21,000 secured for New Focus Community Outreach to operate their
"Kindergarten Preparatory Program"(KPP). Funder: First 5 San Bernardino (F5SB) [May 2009]; b.)
$24,000 secured for the San Bernardino Boys and Girls Club to conduct a city wide health survey and
health screening program. Funder: First 5 San Bernardino F5SB Ma 2009 • and

for the Provisional Accelerated Learning Center(Pal Center) to operate a youth job training program
from funds provided by federal stimulus money. The funding source was the Community Action
Partnership of San Bernardino County who facilitated distribution of ARRA CSBG funds. [October
2009]. As part of the Seahorse Communications Group agreement with its grant recipients,Williams
writes media alerts announcing their grant funding and arranges press conferences for each venue.
In 2008, Williams was also selected by Angel City Classic Founder& CEO John Fleming to serve
as Media Liaison and Press Box Coordinator for the historical event that featured a football game
between HBCUs Morehouse University and Prairie View A&M University held at Los Angeles Arena
in downtown Los Angeles. His duties were to provide pre-game press releases starting one month in
advance. In addition, on game day, Williams coordinated booth assignments for print and television
media and recruited a team to distribute statistics.
Williams is a graduate of Historically Black College and University(HBCU) affiliated Norfolk State
University located in Norfolk, Va. where he earned a B.A. in print journalism in 1982. Since then,
Williams has accumulated over 27 years of experience in the communications business; as a newspaper
publisher, editor, reporter and advertising sales representative. He has written for daily newspapers in
California such as the Los Angeles Times—Ontario bureau, The Press Enterprise, and The San

Bernardino County Sun while in addition having written during his travels for nationally prominent
dailies such as the Charlotte Observer and The Atlanta Journal-Constitution. Williams has also served
as a reporter for black weekly newspapers such as the Los Angeles Sentinel, The Los Angeles Watts
Times, The Black Voice News, The Westside Story and The Precinct Reporter. In 1983, Williams was
the first black reporter ever employed by the Chester Observer/Randolph Reporter affiliate newspapers
in Chester, N.J. Also in the mid-1980s, Williams served as Public Relations/Marketing Director for the
Newark YMWCA in Newark,N.J. as well as Sports Information Director for the College of St.
Elizabeth in Convent Station, N.J. and FDU-Madison in Madison,N.J. Williams also served as head
women's basketball coach at both colleges and was the first black head coach hired in any sport by
either of the D-III colleges in their sports histories.
He also is a graduate of Christchurch School, a private, Episcopalian boarding high school located in
Middlesex County, Va. where he was the first African American to be inducted into the school's
Athletic Hall of Fame in 2008 and the first African American to win the school's highest award, the
Bishop's Award, in 1976.
Williams is also a member of St. Paul A.M.E Church located in San Bernardino, Ca. were he serves
on the Steward Board, teaches teen Sunday school and acts as secretary for the Men's Ministry. In his
spare time, Williams also coaches in AAU basketball competition where he mentors Inland Empire
youth.
