CITY OF SAN BERNARDINO —REQUEST FOR COUNCIL ACTION
Staff Report
Subject:
Resolution ratifying the submittal of a grant application to US Soccer Foundation for the amount
of $8,000 in services credit from Clough Harbor Sports for planning and design of a one
synthetic turf soccer field at the San Bernardino Soccer Complex.
Background:
The San Bernardino Soccer Complex services more than 500,000 residents and tourists annually
and is recognized as one of the premier soccer venues in Southern California. Since its inaugural
year in 1996, the City has dedicated staff time and capital resources into improving the facility
and its amenities in order to invite high profile competitions to San Bernardino. Additional
improvements and funding are needed for planned renovations designed to capture the attention
of the most prominent tournaments.
The US Soccer Foundation provides annual grant opportunities for soccer venues to enhance
their amenities for the community at large. The Foundation opened an application process on
March 1St and submittals were due on-line by March 31St. Due to the brief application time
period, this grant request is being presented to the Mayor and Council for ratification. The total
amount requested is $8,000 in service credits from Clay Harbor Sports for the planning and
design of one synthetic turf soccer field at the San Bernardino Soccer Complex.
Field availability is the greatest challenge facing youth sports organizations in Southern
California. The soccer market is growing and other sports compete for field time, creating a
dilemma for local governments. The demand for field space outweighs current availability. Staff
is requesting this grant to assist with the renovation of one natural field to synthetic turf to help
meet the needs of the youth in this area. There is currently only one other synthetic soccer field
available in the area, which is reserved consistently for team practices, leagues and activities.
Having the availability of a synthetic lit field is very important to year-round soccer clubs since
they require practice after dusk half the year as a result of limited daylight hours after school and
work.
Financial Impact:
With the award of this grant, the city will be provided with service credit from a planning and
design vendor preferred by US Soccer. There will be no financial impact.

The Parks, Recreation and Community Services Department Creates Community
through People, Parks & Programs. The department provides a diversified system
of parks and open spaces, recreation centers, programs and community services to
meet social and leisure needs and enhance the quality of life for all City residents.
The San Bernardino Soccer Complex 2011 key goals are to seek Commercial
Sponsorship and grant opportunities to increase the participation of local teams at
the complex by installing synthetic turf fields and additional field lighting.
2. What is your organization's primary function? What programs and/or
services do you currently offer?
The City was founded on May 20, 1810 and the department was founded in 1905.
City population in San Bernardino is 1.98,580. The City provides Parks,
Recreation and Community Service programs for youth ages 3 and up and adults
of all ages.
The San Bernardino Soccer Complex consists of 47 acres with 17 fields, 4 of
which are lighted. The Complex has two (2) concession stands, administrative
office and team room, two garage facilities, food court area and two (2) restroom
buildings. The Complex currently provides fields for practices nightly, team
meetings and tournament play.
3. Who does your organization serve?
The Soccer Complex serves youth and adults within the Inland Empire area and
has the support of the California Youth Soccer Association — South (Cal-South),
American Youth Soccer Organization (AYSO), Southern California Youth Soccer
Organization (SCYSO), Inland Empire Soccer Organization. Coast Soccer
League, Arsenal Soccer Club. Corinthians Soccer Club, Premier Soccer League of
San Bernardino, the San Bernardino Convention & Visitor's Bureau, Celtic

Club, Barcelona Academy, LA Galaxy, Titans Club, San Gorgonio High School,
Pumas San Bernardino, Pumas Colton, Alliance FC, Highland United Soccer
League, Young Champions and various other organizations.
4. Project Summary: Describe the ideal outcome of your field construction
project. What elements will be part of your project (other sports fields,
natural vs. synthetic grass surface, lighting, parking, concessions, picnic area,
bathroom facilities, etc.)
1
EXHIBIT A
The parks are operating at full capacity, thereby limiting many children from
playing sports. The fields at this location are subject to flooding and over
saturation due to proximity to the San. Bernardino Mountains. Consequently,
fields are closed until they dry and allow the natural turf to recover. Overplay of
natural turf, especially on saturated soil, destroys the playing surface thereby
limiting exercise and social contact in a structured environment.
We have four (4) lit soccer fields which allows for nighttime participation but
currently we only use the fields 3 days per week and on weekends due to wear
and tear. A synthetic field will allow expanded playing time for two (2) additional.
days by as much as 30%. This will provide youth a safe place to play and develop
skills and offer youth the opportunity to engage in positive sport activities, tight
obesity and guide youth away from negative influences such as gangs, drugs and
violence.
4. A. How many playing fields will be a part of your project?
Our plan is to start with one field and add on as grants/sponsorships allow. We
currently have 4 lit fields that we eventually plan to change over to synthetic turf.
5. Who owns the land on which the project will be constructed?
The City of San Bernardino owns the land.
6. Programming: Describe the programming that will occur on this field space.
How much of the time will be dedicated to soccer? Will the soccer programming
include components of youth development(violence/gang prevention, substance
abuse prevention, health issues, service learning, mentoring/tutoring, career
development/workforce education, academic achievement)? If so, how will it be
included?
Field availability is the greatest problem. facing youth sports in Southern
California. In San Bernardino, the soccer market is growing along with the steady
increase in Latino residents that enjoy soccer. Other sports compete for field time,
creating a dilemma for local governments. The demand for field space out weighs
current availability. The cost of participating in well.-managed community sports
programs is high and the lower income family is virtually excluded as a result of
limited availability. The City is requesting this grant to assist with the renovation
of one (1) natural field to synthetic turf to help meet the needs of the youth in this
area. There is currently only one (1) other synthetic soccer field available in the
area, which is reserved consistently for team practices, leagues and activities.
Having the availability of a synthetic lit field is very important to year-round
soccer clubs since they require practice after dusk half the year as a result of
limited daylight hours after school and work.
2
EXHIBIT A
The addition of a synthetic turf field will increase afternoon, evening and night
use for practices. We currently have 4 lit fields and all are used 3 days of the week
for 5 hours each night. Use of these fields is limited during inclement weather and
wear and tear of the fields. With having a synthetic field, we can operate two (2)
additional days each week and not have to worry about the condition of the .field.
It will act as a vehicle for social change because it will provide youth a safe place
to play and develop skills and offer youth the opportunity to engage in positive
sport activities, fight obesity and. guide youth away fi-on negative influences such
as gangs, drugs and violence. Coaches talk to players about these issues including
the importance of studying and keeping up grades.
7. How will your field construction project benefit the local community?
The City's objective is to increase field availability and participation in sport
activities, for youth and adult soccer teams, for practices by 30% (500 hours).
Weekday Soccer Practice activities from local clubs include warm-up exercises, drills
and skill development. The anticipated outcome is to overcome the challenges in
un.playable conditions caused by weather and issues with darkness.thereby expanding
places to play and playing time by as much as 30%. This will allow the City to
provide practice fields for extended hours and. frequency. The added benefit to the
community would be to allow some of our local clubs and the City's youth sports
programs free access to the fields.
8. What is the timeline for your field construction project? When do you hope to
start and complete construction?
The plan is to have the field project completed within one and one half to two
years.
June 2011 —Work with Clough Harbor Sports on developing a plan/design.
July 2011 —Develop a budget. Identify grant/sponsorship resources.
August—December 2011 - Secure additional grant/sponsorships for the funding
of the project by using the plan designed by Clough Harbor.
October 2011 - Apply for a U.S. Soccer Foundation grant for synthetic turf field.
Feb. 2012 —Start the Bid Selection Process
April 2012—Begin construction
May 2012 - Project Completed
9. How will you finance your field construction project? How much funding has
already been secured for this project (including cash, value-in-kind, and
pledges)?
3
i
EXHIBIT A
The City has a small allocation of$36,000 for Alterations and Renovations at the
Soccer Complex. The City will seek to secure additional grant/sponsorships for
the funding of the project by utilizing the plan designed by Clough Harbor. We
feel that by having an actual design plan and budget prepared to show potential
sponsors, we will receive better support for this project. Potential contacts are the
Economic Development Agency (EDA). US Soccer Foundation Grant, and the
San Manuel Band of Mission Indians.
The City will be able to absorb all permitting and inspection expenses as value-in-
kind as well as utilize existing maintenance staff'to complete irrigation and
drainage installation.
10. How will a planning grant from the US Soccer Foundation assist your
organization in realizing its field construction goals?
A planning grant will provide us a quality design plan with which to show potential
sponsors when promoting this project. It will also provide the City with actual costs
and timefiame to complete this project. Once the project is complete, we will be able
to increase usage of fields for practices and recreational league play year round.
