Synopsis of Previous Council Action:
No prior action taken.
Background:
The Parks, Recreation and Community Services Department(Parks and Recreation)was required
to significantly reduce the Park Maintenance Division(Park Maintenance) due to the
implementation of the Pre-Pendency Plan. Currently, Park Maintenance is comprised of 17
employees. According to the National Recreation and Park Association,Park Maintenance is not
sufficiently staffed or funded for the FY 13/14. Park Maintenance is having difficulty meeting
the physical demands of maintaining parks and the expectations of our constituents of the City of
San Bernardino.
The Parks and Recreation Department has developed four potential options to ensure the
execution of proper park maintenance. One of the four options is to contract all park
maintenance services. As the department begins further analysis of all options, proposals from
potential Contractor's will assist in determining the best park maintenance operational plan. A
final recommendation is forthcoming pending thorough analysis of all four options.
