Synopsis of Previous Council Action: None Background: There is an existing issue with the number of unwanted animals in the City of San Bernardino. In an attempt to reduce this number, local animals need to be spayed/neutered. This can be accomplished by working with local partners; however, there is a need to recover costs associated with the alteration of animals paid for by the City. Western University has a low cost mobile alteration clinic with an average alteration cost of$45. By charging adopters $45 the City is able to recover some of the expense related to spaying/neutering. Furthermore, General Dog and Cat Hospital, our contract vet, charges an average of $91.25 for alterations. When adopters fail to pick up an animal from General Dog and Cat Hospital, the animal is returned to the shelter and the City is charged for the alteration. Charging $45 for every altered animal will allow the City to recover some of the alteration cost. The concern with charging more is the negative correlation between costs and adoptions. In an effort to avoid a negative impact on our adoption rate, the cost should be reasonable. Based on local veterinarian's alteration costs, $45 is not an unreasonable fee for this service. Financial impact is unknown for it is difficult to estimate what future costs will be recovered when an altered animal is adopted. The table below shows the City's cost for alterations.
