Background: The Mayor and Common Council have approved various resolutions endorsing the construction of a community center in the Verdemont neighborhood. In FY09-10 staff from the Development Services Department and the Parks, Recreation and Community Services Department met with various vendors to review proposals and concepts for a community center at Al Guhin Park. On April 1, 2010, Mayor and Common Council approved Resolution 2010-34 approving an agreement for services with Transtech Engineers, Inc. for the design of the community center at Al Guhin Park. The selected vendor, Transtech Engineering Inc., completed a plan for the placement of a modular building in the park. The initial scope of the project was limited to the installation of a modular building only due to budget uncertainties and funding. After a thorough review of all CIP funds, dedicated to the Verdemont area, staff has confirmed ample funding exists to increase the scope of the design to include an amphitheater,basketball court,parking lot, and security lighting. In addition to the increased design features; Transtech has proposed completing an application for $500,000 in earmark funds from the Department of Housing and Urban Development (HUD). A successful application would ensure partial reimbursement of construction and design expenses for this project. Transtech will also complete the mandatory National Environmental Policy Act (NEPA) study for this project as it is required for any federally funded construction project sponsored by a HUD grant. Transtech can provide the increased services in a timely manner as they have already begun work on the project and are familiar with all facets of the design and specifications. The proposed amendment to the Agreement includes an expanded scope of services, a new timetable for completion and the additional compensation. Therefore, staff recommends that the Mayor and Common Council authorize the City Manager to execute the First Amendment to the Agreement with Transtech Engineering, Inc., and authorize the Director of Finance to amend Purchase Order No. 303285 from$36,400 to $86,660, for the design of the Verdemont Community Center. Financial Impact: Funds for this project are available in the CIP project for the Verdemont Community Center (Account No. 208-160-5504-7743-0025). Account No.: 208-160-5504-7743-0025 Budgeted Amount: $283,500.00 Balance as of 10/18/2010: $259,840.00 Balance after Approval of Item: $209.580.00 Please note this balance does not indicate available funding. ("Consultant"). WITNESS ETH : A. WHEREAS, on March 1, 2010, City and Consultant entered into an Agreement for Services For Design of the Community Center Site at Al Guhin Park (the "Agreement"); and, B. HISTORY The City of San Bernardino seeks to locate the Verdemont Community Center and outdoor stage at Al Guhin Park. The community center will be constructed of several modular units combined to form a single building with a floor area of between 3000 and 4000 square feet. The community center will be located in the southern end of the park. Mapco will provide engineering services for the design of the building site, overall design of the outdoor stage, modification of the existing irrigation system, and design of the related parking area, driveways, walkways, sewer, domestic and fire water, dry utilities, and appurtenances.The City of San Bernardino will provide the modular units and a disabled accessible ramp. After the purchase of the modular units and ramp, approximately $200,000 of the $300,000 budget will remain for the design and construction of the project. Our office was involved with the survey, design and development of the adjacent Blast Soccer Complex, proposed 43 acre retail center immediately east of the soccer complex and various infrastructure related matters pertaining to the frontage road and Little League Drive.This familiar insight to this area of the city will aide in the process of developing a workable and practical plan for the proposed civic development. The Notice To Proceed (NTP) was authorized on March 8, 2010. Subsequent to the NTP, the 'project design team' has performed services and held meetings with respect to the activities outlined in the approved scope of services. The original schedule of activities anticipated a completion for this project no later than October 14, 2010. The revised schedule indicates the Notice of Completion of"February 21, 2011. This is approximately a 50% increase in project/program management time. The revised project schedule is included for reference. It became evident, as a result of efforts put forth to date, that the ability to create a community oriented project with the proper level of design amenities, public safety components, and application of a practical degree of design considerations that this goal could be achieved with the availability of additional project funds. Funding for this project is via the City's 2008-2009 / 2012-2013 CIP (Capital Improvement Program) budget. Project PR 04-28, Verdemont Community Center, is funded through the use of Verdemont Infrastructure Fee (VIF) Fund. These funds are collected via the development process of private construction projects and developments in that area of the 5th Ward. Recently the City has applied for additional funds for this project with HUD (the 'Department of Housing and Urban Development'). The additional funding (a $500,000.00 grant) would increase the total project budget from $300,000.00 to $800,000.00. This increase will result in enhancements and additions to the project scope of work, design requirements, project/program management requirements,improvements, and amenities. CONCLUSION In summary, the overall project scope is being modified to reflect a revised budget and project schedule that will result in enhancing the community center facility for the use by the local community. The following outline of the scope of work and associated task/fee's represent's the adjustments necessary to be incorporated into the project. A majority of the additional services, outside of the design features and final site plan for the project, will include enhancing the role of'Program Manager' for the project and assisting the City in areas of responsibility necessary to complete all phases of this project including however not limited to assisting with the enhanced funding and project administrative _needs and responsibilities. The chart below outlines the original budget costs per line item and the revised budget total's per each individual line item.
