April 5, 2004 - Resolution of the Mayor and Common Council authorizing the City Manager to enter into a MOU with the Energy Coalition to provide funding for the implementation of energy efficiency programs and service to underprivileged areas and populations of the City. Subject: Resolution of the Mayor and Common Council authorizing the City's continued participation in the Community Energy Partnership with The Energy Coalition, a California non-profit corporation, Southern California Edison and Southern California Gas Company. Background: The Community Energy Partnership (CEP) is an energy efficiency program ("Program") funded by California utility ratepayers and administered by Southern California Edison and Southern California Gas Company under the auspices of the California Public Utilities Commission. The CEP, which consists of seven Southern California cities, was established in 1992; the City of San Bernardino has been a partner agency since 2004. The mission of the CEP is to deliver energy efficiency programs that reduce environmental impacts and promote sustainable cities. During the most recent Program Cycle, from 2006-2008, the City achieved energy savings of over 825,843 kWh and over 14,897 therms. This amounts to an annual energy cost savings of$135,800 to the San Bernardino community. Staff is requesting that the Mayor and Common Council authorize the City to continue its participation in the Partnership and take part in the 2010-2012 Program Cycle. The three core initiatives of the 2010-2012 Cycle are as follows: • Implementation of energy efficiency projects within municipal facilities • Support activities and policies in alignment with long-term energy efficiency goals of California • Utility program marketing, education and outreach to the community. The City's commitment to this project is to continue providing minimal "in-kind" services, i.e., a staff liaison working with The Energy Coalition and facilitating introductions and meetings with key institutions such as community groups. Staff continues to maintain a strong relationship with The Energy Coalition to assist in identifying potential projects where energy-efficiency programs and energy-efficient products are needed and specific opportunities for the City. Financial Impact: None. Recommendation: Adopt Resolution. 1 RESOLUTION NO.� C (OPY 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL AUTHORIZING THE CITY'S CONTINUED PARTICIPATION IN THE COMMUNITY ENERGY 3 PARTNERSHIP WITH THE ENERGY COALITION, A CALIFORNIA NON-PROFIT 4 CORPORATION, SOUTHERN CALIFORNIA EDISON AND SOUTHERN CALIFORNIA GAS COMPANY. 5 WHEREAS, The Community Energy Partnership is an energy efficiency program 6 funded by California utility ratepayers and administered by Southern California Edison 7 ("SCE") and Southern California Gas Company ("SCG") under the auspices of the California 8 Public Utilities Commission (the "CPUC"); and 9 WHEREAS, on October 1, 2009, the CPUC authorized certain energy efficiency 10 programs and budgets which include SCE programs and SCG programs to be delivered to 11 California utility customers for the years 2010 through 2012; including the 2010-2012 Community Energy Partnership Program (the"Program"); and 12 WHEREAS, the mission of the Program is to deliver energy efficiency programs that 13 forge positive relationships, motivate communities to reduce environmental impacts and 14 promote sustainable cities; and 15 WHEREAS, the City of San Bernardino (the "City") has previously participated in the 16 2006-08 Community Energy Partnership Program; and 17 WHEREAS, the City has been invited to continue its participation in the Program; and WHEREAS, The Energy Coalition, as facilitating partner in the Community Energy 18 Partnership, bears primary responsibility for project management, performance tracking and 19 implementation of energy efficiency programs and services to populations of the City; and 20 WHEREAS, all projects in the City will be coordinated through an appointed City 21 staff liaison to ensure that proposed projects meet the City's energy efficiency goals. 22 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 23 CITY OF SAN BERNARDINO AS FOLLOWS: 24 SECTION 1 - The City of San Bernardino will participate in the Program with The Energy 25 Coalition, SCE and SCG to implement the Program in the City for the 2010-12 program cycle. 26 ,%nr 27 28 � � — � ) I RESOLUTION OF THE MAYOR AND COMMON COUNCIL AUTHORIZING THE CITY'S CONTINUED PARTICIPATION IN THE COMMUNITY ENERGY 2 PARTNERSHIP WITH THE ENERGY COALITION, A CALIFORNIA NON-PROFIT CORPORATION, SOUTHERN CALIFORNIA EDISON AND SOUTHERN 3 CALIFORNIA GAS COMPANY. 4 I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Mayor 5 and Common Council of the City of San Bernardino at a 6 meeting thereof, held on the day of , 2010, by the following 7 8 vote, to wit: 9 Council Members: AYES NAYS ABSTAIN ABSENT 10 MARQUEZ 11 DESJARDINS 12 BRINKER 13 SHORETT 14 r 15 KELLEY 16 JOHNSON 17 MCCAMMACK 18 19 Rachel G.
