Subiect:
Authorize the Director of Public Works to execute Contract change Order No. One with Hillcrest
Contracting, Inc. for the Victoria Avenue Street Improvement and Beautification Project Phase
11, per Plan No. 12321 (Project No. SS05-25).
Backsround:
On July 6, 2010, the Mayor and Common Council adopted Resolution No. 2010-231 awarding a
contract to Hillcrest Contracting, Inc. for construction of the street widening improvements of
Victoria Avenue between Highland Avenue and 28th Street. The Notice to Proceed was issued to
the contractor on September 13, 2010 and work began shortly thereafter.
During the bid phase, staff was directed to evaluate the horizontal alignment of the roadway as it
relates to northbound vehicular traffic, with specific attention toward the abrupt change in
alignment that currently exists approximately 300' northerly of 28th Street. Staff determined that
improvements could be made to the alignment without the need for additional right-of-way.
Staff prepared a revised design and estimate for the associated additional cost. Upon opening
bids, it was determined that sufficient funding was available to include the proposed alignment
modification.
In addition to the above changes, several contract additions became necessary during
construction to address utility conflicts and other work that was not in the contract scope. In an
effort to keep construction underway and on schedule, the contractor was allowed to proceed
with making the necessary changes. The major portion of the other changes centered around an
existing storm drain line that was found to be too high and in conflict with the new curb and
gutter on the west side of Victoria Avenue. Approximately 140 feet of the existing pipe was
realigned behind the proposed curb, also necessitating additional junction structures and pipe
collars.
These improvements, once completed, will provide for improved traffic flows to and from the
San Manuel Casino, as well as area residences, by providing two lanes of traffic in each
direction, and a raised median in both Victoria Avenue and Highland Avenue.

JUSTIFICATION:
Realignment of Northbound Victoria Avenue
During the bid phase, staff prepared a design to revise the existing alignment of the
Item northbound lanes to remove the abrupt change and replace it with a more gradual
No. 1-1 transition at the phase boundary. Since the cost of this change could be accommodated
within the approved project budget, staff directed the contractor to remove the existing
improvements as necessary and build the revised design with a more gradual alignment
change.

Reconstruction of 42"Storm Drain Pipe alone Victoria Avenue
During the grading operation of the west side of Victoria Avenue in preparation for
1-2 widening the pavement and installing new curb, it was discovered that an existing storm
drain pipe was larger than shown on the plan, which prohibited completion of the base
and paving section. New pipe was installed behind the proposed curb and gutter to
eliminate the conflict. This work was not part of the original contract.
Relocation of Existing Commercial Sien and Additional Type 1A Pole
During construction, it was determined that an existing commercial sign could not be
protected in place and it had to be relocated. The sign is for a business located on the
1-3 southeast corner of Highland Avenue and Robinson Street. Similarly, the existing Type
1-A traffic signal pole located on the southwest corner of Highland Avenue at Victoria
Avenue had to be relocated instead of being protected in place as indicated on the
_a pproved plans. This work was not part of the original contract.
Traffic Signal Modifications for Pedestrian Push Buttons
Relocation of the existing Type 1-A pole on the southwest corner of Highland Avenue
1-4 at Victoria Avenue resulted in the need for additional modifications to provide proper
pedestrian push buttons in accordance with ADA requirements. This included adding a
pedestrian push button post for the east-west travel directions and relocation of an
existing push button on an existing pole for the north-south directions.
Remove Existing Brick Sewer Manhole and Reconstruct with New
During the grading operations for the widened roadway bed on the south side of
1-5 Highland Avenue, it was discovered that the existing sewer manhole was an older brick
type no longer used by the City, and it was too old and brittle to be adjusted to fit new
elevations. This change order provides for the removal of the old manhole and its'
replacement with the new standard type manhole.
Provide Additional Street LiAt Standards
The street lighting plans for this project anticipated the need to relocate several street
1-6 lights on the West side of Victoria Avenue. During the relocation phase, it was
discovered that these poles were direct burial poles which are no longer allowed within
public right of way. This change order provides for the replacement of 5 existing direct
burial poles with newer marbellite-type poles that conform with current City standards.
