Subject:
Resolution authorizing the installation of a 4-way stop at the intersection of 27th Street and
Davidson Avenue.
Background:
Traffic Engineering staff received a request to evaluate the intersection of 27th Street and
Davidson Avenue for a 4-way stop. The intersection is currently controlled by a 2-way stop (the
north & southbound approaches to the intersection stop). The requestor was mainly concerned
about the lack of controls, considering that elementary school children frequently cross 27th
Street in an uncontrolled school crosswalk on the west leg of the intersection.
Traffic Engineering Section staff evaluated the intersection in accordance with the criteria
prescribed in the California Manual on Uniform Traffic Control Devices. The evaluation
included a field inspection of the intersection and a review of traffic volumes and collision
records. Based on the data gathered, and field observations, a 4-way stop at this intersection will
improve right-of-way control and it will enhance vehicle/pedestrian safety. While this
intersection fails to meet any of the standard warrants, engineering judgment was exercised with
considerations for the substantial fulfillment of the minimum volume warrant, high-approach
speeds on 27th Street and the presence of an uncontrolled school crosswalk on the west leg of the
intersection that elementary school children use to cross 27th Street on their way to and from
Davidson Elementary School. Based upon these overriding considerations, staff recommends the
installation of a 4-way stop at this intersection.
The attached Resolution includes existing stop signs that were approved on the approaches to
both 27th Street and Davidson Avenue. The existing stop signs were previously approved under
Resolution No. 2482. For consistency, it is recommended that the existing stop signs be included
in the proposed amendment to Resolution No. 655.
Financial Impact:
Funds are appropriated in the Public Works Department budget, FY 10-11 budget account for
materials and supplies (Account No. 001-400-5111-0000-0093).

Balance as of 02/10/11: $40,000 Balance after the approval of this item: $38,000
Please note, this balance does not indicate available funding. It does not include non-
encumbered reoccurring expenses or expenses incurred but not yet processed.
