Update Council on Request for Qualifications Regarding Fire Services Study
Submitted into the record was an Interoffice Memorandum addressed to the Mayor and
Common Council from City Manager Allen Parker, dated December 2, 2013, titled,
"Update: Needs Analysis for Current Fire Department," which included proposals from
the Center for Public Safety from the International City/County Management Association
(ICMA) and Citygate Associates, LLC.
Mr. Parker stated that he would return in two weeks with a further analysis and
recommendation.
Consensus: Receive and file.
7C. Community Development
ORD. MC-1393 — Ordinance of the City of San Bernardino Amending Title 19 of the
San Bernardino Municipal Code, Land Use/Subdivision Regulations, Also Known as the
San Bernardino Development Code, to Ensure Consistency Among the Various Code
Chapters and Sections, to Ensure Consistency with the New Zoning and General Plan
Land Use Maps, and Amending the Sign Ordinance (Chapter 19.22) to Allow an
Additional Free-Standing Sign Under Certain Circumstances. (FINAL READING)

8. Public Comments on Items Not on the Agenda
Jane Sueddon, San Bernardino, announced that the third Norton Air Force Base
Museum "Evening at the Museum" event would be held at the Norton Regional Center at
1601 E. Third Street on December 11, 2013, at 7:30 p.m.
Betty Jean Long, San Bernardino, complained about the Mayor voting and said she had
some secrets that she would keep a little bit longer.
Robert Porter, San Bernardino, discussed the five future visions for the future of San
Bernardino: 1) the gateway to Southern California's diverse biosphere; 2) the business
and transportation hub of Southern California; 3) aeronautical training, engineering and
mechanical cohort of businesses and universities; 4) the land of extreme hiking, biking,
aerosports, including hang gliding, skiing and geocaching; and 5) the historic land of
mega parks and historic traditions. He asked the Mayor and Council to find alternatives
to selling the City's parks, its fire and police departments, and the Ho Ho Parade.

Jay Lindberg, San Bernardino, said the council supported increases to the salaries in the
Police Department because they said they didn't have a choice—but they did have a
choice—it's called breaking the law and forcing the issue to a head.
Scott Olson, San Bernardino, stated that San Bernardino used to be the "All American
City,"but now it seems like we want to be the city that gives it all away.
Pastor Jones, San Bernardino, stated that he'd like to see more sidewalks and more
lighting in some of the darker areas of the City; said he will be voting for Carey Davis for
Mayor; and asked if city officials had a chance to look at how the seniors are being
treated at the senior housing apartment at Fifth and"F" Streets.
Ericka Flores, San Bernardino, a community organizer with the Center for Community
Action and Environmental Justice (CCAJ), spoke about their partnership with Arrowhead
Regional Medical Center, the county hospital that brings a mobile health clinic to the
Ruben Campos Community Center. She stated that the clinic has not been there for the
last two months because the contract needs to be signed by the City and asked if there
was anything their organization could do to speed up the process.
Sandra Olivas, San Bernardino, announced the date and time of the next meeting of the
San Bernardino Historical and Pioneer Society; stated that Pioneer Days would be held at
the Santa Fe Depot on January 18, 2014, from 10 a.m. to 4 p.m; and voiced her concerns
regarding a new pot store on Baseline near Gina's.
Al Palazzo, stated that he has been developing a vision for San Bernardino for several
years but was not surprised he was not invited to a recent meeting about the Mayor's
vision for the City. He said he grew up here, he loves the City of San Bernardino, and he
wants to give something back.
Ashley Jones of Assemblywoman Cheryl Brown's office, announced upcoming events
sponsored by the assemblywoman's office.

The meeting adjourned at 6:52 p.m. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, December 16, 2013.
