Description) Finance: Council Notes: Agenda Item No._ o y- px�214viga�� s CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff Report Subiect Reclassify Development Services Admin Supervisor to Senior Civil Engineer within the Community Development Department. Background The Land Development Program within the Community Development Department is responsible for the review and approval of development projects involving grading, onsite improvements, landscaping, street improvements, storm drain facilities, and compliance with the California Subdivision Map Act. The Program was transferred to the Community Development Department as part of the department's reorganization in July 2010 to consolidate plan review functions, synchronize processing timelines, and streamline the development process. Due to certain legal requirements and the highly technical nature of the land development function, it is necessary for the Program to be managed by a licensed engineer. Previously, the Program was overseen by a Senior Civil Engineer in the Public Works Division of the former Development Services Department. The position was eliminated in 2009 when the individual 9 retired. Since that time, much of the review work requiring engineering expertise has been referred to outside consultants, resulting in the loss of revenues. Employing a Senior Civil Engineer will enable more projects to be reviewed in-house, particularly those involving map reviews (i.e. subdivisions, lot line adjustments, lot mergers, etc.) which require the signature of a licensed Civil Engineer or Land Surveyor, and the retention of associated revenues. This position is critical to the function of the Program and the overall goal of improving and 3 streamlining the development review process. The Department is proposing that the Development Services Admin Supervisor position be reclassified to a Senior Civil Engineer position. Due to the reorganization of the department, retirement of the employee, and consequent procedural changes, the job duties of the Development Services Admin Supervisor have been reassigned.
