Financial Impact:
There will be an anticipated savings of approximately$3,720.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On November 14, 2013, the Personnel Committee meeting was cancelled due to no quorum;
therefore, the City Manager recommended that the proposed item be forwarded to the Mayor and
Common Council for adoption.
Background:
Currently, there is no subordinate clerical administrative staff to support the Fleet Management
Division of the Public Works Department; therefore, the Department is requesting approval to
add one (1) full-time Administrative Assistant position in exchange for one (1) vacant
Equipment Mechanic I (Flex) position. This small adjustment to staff will show an instant cost
savings to the General Fund budget.
The Administrative Assistant position is vital for the successful operation of the division in that
it would provide clerical support, budget review and monitoring, data entry, accounts
payable/receivable processing, and daily assistance to staff. In the Fleet Management Division
there are currently more than 70 active purchase orders that require more than 50 entries weekly
into the New World Financial System. This position would also interface with approximately
175 vendors on a regular basis.
This item was reviewed and approved by the International Union of Operating Engineers
(IUOE), General Unit Bargaining representative, on October 3, 2013.

1) Add one (1) Administrative Assistant position to the Public Works Department, Range 1380, $2,954- a
$3,591 month.
2) In an effort to show a cost savings to the Division, delete one (1) vacant Equipment Mechanic 1/II Flex
position, Range 400,$3264-$3967 per month,to fund the Administrative Assistant position.A savings of
$310.00 per month or$3720.00 per year.
3) Authorize the Human Resources Division Manager to update Resolution No.97-244 to reflect this action. Q
4) Authorize the Director of Administrative Services to amend the FY 2013-14 budgets to reflect this action.
