for Police Department Ranges P-I (Police Officer), P-2 (Detective/Corporal), P-3 (Sergeant) and

Financial Impact:
The overall Charter 186 financial impact for the Police Safety group will result in an increase of
$1,039,626.69 to the General Fund.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On March 4, 2013, the Mayor and Common Council approved the established salaries for Police
Department Ranges P-1 (Police Officer), P-2 (Detective/Corporal), P-3 (Sergeant), and Law
Enforcement Trainee, effective August 1, 2012, and authorized the Human Resources Division
Manager to amend Resolution No. 6429 to reflect this action.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August I of each year. An agreement was reached for the 10 cities to be used
for this year's calculations. The salaries of those 10 cities have been averaged to determine 2013
salaries for Police Safety classifications.
The ten cities agreed upon for the above classifications are:
Fairfield Norwalk
Fullerton Oceanside
Garden Grove Palmdale
Irvine Pomona
Lancaster Santa Clarita
2013 MONTHLY SALARY RANGES
Effective August 1, 2013,the new monthly salaries are as follows:

The Law Enforcement Trainee salary will be at $4,188.78 per month ($24.17 per hour), which is
80% of Step 1 for the Police Officer(P-1) salary.
Adding annual fringe benefits and other salary-driven costs (CalPERS, Unemployment,
Medicare), which rise with salary increases, the total increase to the General Fund for salaries
and benefits for the Police Safety Unit for FY 2013/14 is $823,357.69; overtime costs are
estimated to be $216,269, for a projected FY 2013/14 increase of$1,039,626.69.

WHEREAS, San Bernardino City Charter Section 186 requires an annual survey an

adjustment of salaries for safety officers.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON

COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
