Financial Impact:
The proposed reclassification is anticipated to result in a net savings of$54,500.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On November 14, 2013, the Personnel Committee meeting was cancelled due to no quorum;
therefore, the City Manager recommended that the proposed item be forwarded to the Mayor and
Common Council for adoption.

Background:
To improve department operations and to provide continuity throughout the City regarding job
classifications, the Parks, Recreation and Community Services Department is requesting the
reclassification of Recreation Coordinator 3/ Employee, part-time, positions to Community
Recreation Program Coordinator. All positions will remain assigned to the Recreation Division.
The reclassification would ensure the continuance of comprehensive-level programming,
activities, and customer service provided to the public and other departments to include detailed
information regarding department policies and procedures, and responding to public requests.
Due to the recent departure of five (5) middle-management positions and overall reductions in
staffing, the Department is forced to utilize the part-time position at full-time capacity to ensure
that the public continues to receive basic programming and services. The recent legislation
implementing the Affordable Care Act would restrict the usage of employees in the position to
under 30 hours per week. Reclassifying the part-time position to the entry-level, full-time,
Community Recreation Program Coordinator position will allow the department to maintain
staffing levels and continue to provide the public with basic programming and services. The
duties of each position are similar in nature, with the exception of the number of hours worked
per week and the benefits provided.
The additional funds needed to offset the difference in salaries and benefits can be

accommodated by eliminating two (2) Community Recreation Program Supervisor positions.

The cost of reclassifying the five (5) Recreation Coordinator 3/4 Employee positions to five
(5) full-time Community Recreation Program Coordinators is $106,700. Eliminating two (2)
vacant Community Recreation Program Supervisor positions will create a funding source of
$161,200. This will fund the reclassification and result in a net savings of $54,500 for the
department.

BACKGROUND
To improve department operations and to provide continuity throughout the City
regarding job classifications, the department is requesting the reclassification of five (5) W
Recreation Coordinator 3/ Employee, part-time, positions to Community Recreation N
Program Coordinator. All five (5) positions will remain assigned to the Recreation
Division. d
The reclassification would ensure the continuance of comprehensive-level o
