Financial Impact:
The proposed request will not impact the current Residential Collection budget: 527-400-0096-
5011 (Integrated Waste Enterprise Fund).
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On November 14, 2013, the Personnel Committee meeting was cancelled due to no quorum;
therefore, the City Manager recommended that the proposed item be forwarded to the Mayor and
Common Council for adoption.
Background:
Currently, there is no administrative staff to support the Public Works Department, Integrated
Waste Management Division; therefore, the Department is requesting authorization to add one
(1) full-time Executive Assistant position to provide clerical support, budget and data entry,
accounts payable/receivable processing, and daily assistance to staff. The Executive Assistant
will report directly to the Integrated Waste Division Manager and will provide a variety of
complex, responsible, and highly-sensitive, confidential tasks. This position is vital for the
successful operation of the division.
The addition of the Executive Assistant will not impact the current Residential Collection
budget; however, as an additional precaution, the Department will eliminate one (1) Integrated
Waste Operator(Flex) position, which will entirely fund the requested position.
This item was reviewed and approved by the International Union of Operating Engineers
(IUOE), General Unit Bargaining representative, on October 3, 2013.

Currently,the Residential Collection budget is$1,917,700. Last year,the IWMD spent$1,267,339.18 in Q
labor charges. However, as an additional precaution, we will eliminate one IWM Operator position
which will fund the entire newly created Executive Assistant position.

RECOMMENDATION
1) Add one (1) Executive Assistant position to the Public Works Department, Range 410,$3,431-
$4,170 month.
2) Delete one(1)Integrated Waste Operator position. Refuse operations will not be affected by
deleting one vacant operator position within the IWMD.
3) Authorize the Human Resources Division Manager to update Resolution No.97-244 to reflect
