On August 29, 2013, David Zamiski, Construction Inspector II for the Community Development Department separated from service with the City. This is a budgeted position. Packets Pg.94 i Why is it critical to fill this position? What options were considered? tThe Department has three full-time Building Inspector II positions and one Construction Inspector II position. Prior to the Pendency Plan, the Department had these three positions plus a Building Inspector III and a Building Inspector Supervisor. The primary function of these positions is inspecting all construction projects requiring a building permit in the City and this position in particular, also inspects all on-site improvements relating to grading, landscaping,pavement, etc. It is critical that this position be filled, as building activity has not slowed down in the City. In fact, currently, the City is experiencing a large amount of building activity, ranging from room additions at single-family residences, to tenant improvements for new businesses to occupy vacant spaces in existing buildings, to several new retail stores, a new VW auto dealership and several large industrial buildings, with more activity coining in daily. Y Staff is requesting that this position be filled with John Neubert, who has prior building Q inspection experience, but has held the position of Code Enforcement Officer. Mr. a Neubert therefore, has the experience to assume the duties required of this position with N minimal training and does not require any training with the City's computer and N inspection systems needed for this position. If staff were to use one of the building inspectors potentially available through the City's contract with Transtech, training in the N City's computer-based inspection system as well as with the City in general, would be required, thus causing delays in an already impacted system. 0 What is the potential impact of keeping the position vacant in terms of CD City/Community services? aD Currently, there is up to a three-day wait for a building inspection. In addition to Lorena's governmental experience, she has d college level courses in governmental and non-profit accounting. She has also received annual GAAP training and has a certificate in computerized accounting. She previously 0 worked for the City of Chino and most recently for Moulton Niguel Water District's as a senior accounting professional with experience in both GAAP&GAFFR. E Lorena has brought to San Bernardino,as a provisional employee,much needed hands on w experience in government financial accounting, daily banking and cash reconciliations, a journal entry,payroll, accounts payable,interest allocations,investment tracking, purchasing, accounts receivable, fiscal agent activity,fixed assets,capital improvement project tracking,complex finance software implementation,audit&year-end processing, and internal audits and controls reviews. Since August she has been working on the City's multi-million dollar grant program. She had been doing a complete review and reconciliation,while putting together a written procedure and policy manual. With Lorena's years of governmental fund accounting expertise she will be able to"hit the ground running"and help the City complete essential projects including grant accounting, completion of the software conversion of fixed assets, monthly interest allocations,capital improvement project tracking, and other critical complex accounting analysis and process improvements. She will assist with helping put together written documentation of internal process and procedures. The first is the loss of key finance staff resulting in the vacancy of nine positions including the top four positions in the department along with several key accountants. In April,the MCC authorized the contracting out of the top four positions in the department and the authorization to add two additional accountant positions. Yolanda will help fill one of the key Accountant positions and bring critical complex government N accounting experience to the City on a go forward basis as a City employee. J a. A recruitment to fill the Accountant I positions was completed by the City several months ago,that resulted in not identifying any qualified applicants that met the direct needs of o the City of San Bernardino. The second significant issue that impacted the accounting staff two years ago was a new complex finance software system that was to be implemented within a very short a time period and without the support of additional staff or outside technical support. This J project along with the filing of the bankruptcy has put the staff and the City behind on v; many essential accounting functions and reports. Third,the City grant accountant will be retiring in August. The City processes E over$12M each year in various federal and state grants.
