Background: The Public Works Department, Operations & Maintenance Division, is responsible for maintenance and repair of street lights owned by the City of San Bernardino. Maintaining the street lights in working order enhances public safety. At this time, there is a need to secure a contract with a reputable contractor to provide this service. In order to ensure the best possible price, staff prepared a list of vendors who provide street light repair services. The RFP will also be sent to the San Bernardino Area Chamber of Commerce, advertised on the City's website and in the San Bernardino Sun Newspaper. A list of known vendors is included with this report. Staff is requesting that the Director of Administrative Services be authorized and directed to amend the FY 2013-14 Budget by adding previously unallocated HUTA (Gas Tax) funds of $200,000 to Account No. 001-400-0092-5502 "Professional and Contractual Services" within the Street Lighting Maintenance program. The City's CD street lights inventory total approximately 11,000 street lights. The goal of the Street Light Maintenance program is to keep all street lights operational. GENERAL MAINTENANCE General maintenance will consist of all operations and repairs starting from the pull box or bottom of street light pole where the fuse holder or secondary power starts is necessary to keep all street lights operational. The vendor will have an available call center 24/7, general overhead, all equipment, qualified personnel, and the replacement of all Packet Pg.2 88! RFP F-14-15 Street Light Repair Services components of light fixtures including replacement of the entire General Electric Luminaries approved by the City. Replace ballast's, starters, igniters, fuses, lenses, reflectors, connective wiring, fuse holders, photo cells, and shorting caps that have failed due to normal age or deterioration. Also included is general cleaning of general components of the fixture during any repair of the luminaries that may interfere with the illumination of the street. General maintenance must also include repairs of any day burners or complete circuits that are energized due to photocell being painted on service pedestal, or any other reason for light to be on during daylight hours. The vendor must first report general maintenance work to the Street light N Supervisor and receive authorization before performing °; repairs. The City will give the vendor work orders on lighting outage a for necessary repairs. All reported inoperable lights should be repaired in five (5) working days or less. Services shall include a 24-hour toll free call center operation. 2) d General Maintenance will not include removal of ; knockdowns, nor underground Edison feeds. Provide a repair cost breakdown for the following: 1-20 lights 21-50 lights 51-75 lights 76-100 lights The contractor will also replace knocked down street lighting standards. The contractor will also pour a concrete cap around the pole base so it is flush with the sidewalk. When the pole to be replaced is a direct burial t pole the contractor will dig and pour a new concrete base following the City Street Lighting Specifications. The contractor will set the new pole after waiting 3 days or 72 hours. The contractor will then follow the guidelines outlined for replacing a pole as previously stated. The City will furnish all materials,poles,mast arms, anchor bolts, and fixtures with lamp and photocells. Extra work: Includes any special work not covered above, such as series lighting repair, maintenance and contractor negligence. Price should be expressed in dollars per hour for N each class of employee inclusive of equipment that may be C; used on the job. STANDARDS OF PERFORMANCE LO M Services shall be performed under the Contract in a skillful N and competent manner; consistent with the standards generally recognized as being employed by licensed electricians in the same discipline in the State of California. The vendor represents and maintains that it is skilled in the s professional calling necessary to perform the Services. The vendor warrants that all employees and subcontractors shall a have sufficient skill, experience, and license to perform the Services assigned to them. The vendor must provide a computer or lap top with internet access for use by the technician to receive and close work orders using the City's iWorQ work order tracking system. QUALIFICATIONSUCENSES Qualified personnel shall perform all services. All work with the exception of the replacement of bulbs and photocells shall be performed by licensed electricians or journeyman lineman or under the direct supervision of a licensed electrician or journeyman lineman. Street light systems are generally "live" systems which means the lines are hot from the service point, through the conduit, up the pole and to the photocell. A journeyman electrician with high voltage splicing training shall be required to work on live systems. The vendor represents that it, its employees and subcontractors have all licenses, permits, qualifications and approvals of whatever nature that are legally required to N perform the Services, including a City business License, and that such licenses and approvals shall be maintained throughout the term that services are provided. The qualified N contractor must have current C-10 California Contractors a license. 5. EQUIPMNET, PERSONNEL AND SUPPLIES d The vendor will provide all equipment, and trained personnel ' to provide timely maintenance and repairs.
