Synopsis of Previous Council Action: None Updated: 11/13/2013 by Jolena E. Grider A Packet Pg:110 2747 Background: San Bernardino Police Department canines are invaluable members of the police force. Police canines track and locate suspects for apprehension, and locate hidden illegal drugs and contraband, reducing risks to their human partners as well as other members of the police department and citizens of San Bernardino. It has been the practice of the police department to have a total of five canines on the police force; four working patrol and one working narcotics. In 2013 the police department lost an unprecedented three canines due to separation, injury, and the untimely passing of our longest working canine. Additionally, the department anticipates the narcotics canine will retire from duty due to the assignment transfer of his human partner in January 2014. The police department will need to replace four canines by June 2014. The purchase of police canines has always been through funding sources other than the City's General Fund and this year is no exception. Through fundraising events held by the police department and donations received from citizens and businesses in San Bernardino the police department maintains a trust account for the purchase of police canines and equipment. Another source of funding for police canines is Asset Forfeiture funds. Monthly maintenance training costs are included in the Police General Fund expenditure budget. The police department has been attending monthly maintenance training at Vohne Liche Kennels, Inc (VLK) since 2012. VLK uses universally accepted standards and practices in their training. The number of police training vendors in our area is very limited; the police department has selected VLK due to their experience and quality of training of police canines. In addition to training VLK finds new canines for purchase by police departments that meet the high standards necessary to be put into police service.
