• This is a reinstatement for Fire Prevention Officer. We are requesting under Civil
Service Rule 515 that Judy be reinstated at her previous pay and accruals rates E
which were step 21 at$5091 a month. Judy had been a Fire Prevention Officer
with the city for over 15 years. She left the City in February of this year but is Q
returning to a vacant Fire Prevention Officer position. She has her AS Degree
within the Fire Prevention field and has been assisting the Fire Prevention Bureau
with other advance duties to include,public education,egress, sprinkler systems,
fire department access, fire hydrant testing, stand by for special events,occupant
load calculations at special events, fire watch,wind patrols,writing citations for
fire code violations and appeal hearings, She also has knowledge of advance
inspections to include high piled storage, and new construction inspections.

Justification/Reason for Request

position previously? When did it become vacant?
No,this is a reinstatement of a reclassified Fire Prevention Officer position that
was approved by Council on October 21,2013.
- Why is it critical to fill this position? What options were considered?
This is a revenue generating position assigned to Fire Prevention Bureau. This
position generates around$110,000 a year and assists with the annual commercial
inspection program along with new construction within the city.
- How would holding the vacancy impact City/Community services? n

Currently we have two inspectors assigned to the commercial inspection program. a
If held vacant,we will see a loss in revenue and the inability to inspect all
co
mandated commercial facilities on an annual basis.
- Is this the result of Personnel Committee action? M

Yes. On October 10,2013 this was authorized by the Personnel Committee to
reclassify one(1) Fire Prevention Technician position,to Fire Prevention Officer,
and to delete one(1) Fire Prevention Technician position. On October 21,2013
this was approved by the Major and Common Council.

Why is it critical to fill this position? This position is critical to fill in order to
maintain full staffing in the Fire Dispatch Center.

- What options were considered?The only other option available is to fill the
vacant position with overtime due to minimum staffing needed to staff the Fire
Dispatch Center.
- How would holding the vacancy impact City/Community services?The potential
impact of keeping this position vacant is that it reduces the pool of available
personnel to staff the Fire Dispatch Center full-time. It is critical that the Dispatch
Center is staffed in order to efficiently field 911 calls and dispatch emergency
personnel to these types of incidents.

The position of Background Investigator (Part-Time) is a newly drafted position to increase
background checks in a timely and efficient manner. The Police Department has undergone an
extensive reorganization which has directly resulted in a significant reduction of sworn and non-
sworn employees. Staffing is critically low; several employees are currently tasked with
completing backgrounds. Background Investigators are needed immediately to assist in filling
vacant positions.
THE SBPD IS COMMITTED TO PROVIDING:
PROGRESSIVE QUALITY POLICE SERVICE;
A SAFE ENVIRONMENT TO IMPROVE THE QUALITY OF LIFE;

The position of Background Investigator (Part-Time) is a newly drafted position to increase
background checks in a timely and efficient manner. The Police Department has undergone an
extensive reorganization which has directly resulted in a significant reduction of sworn and non-
sworn employees. Staffing is critically low; several employees are currently tasked with
completing backgrounds. Background Investigators are needed immediately to assist in filling
vacant positions.

The position of Property Evidence & Supply Supervisor has been vacant since
the retirement of Robert Goss on 11/1/12. Rather than filling the position
immediately, time was taken to review and revise the minimum qualifications
prior to running an outside recruitment process. In the interim, a sworn
supervisor assumed the additional responsibilities of supervising this unit. This
civilian supervisor position is a budgeted position and is crucial to ensure that the
property, evidence, and supply functions of the Department are managed
efficiently, properly and in strict accordance with all applicable laws and
regulations, particularly in light of the reduction in staffing of the Department's
Property & Evidence Unit under the City's Pendency Plan.
