Those portions of property and/or easements to be dedicated to the City were paid for by IVDA to help complete the road widening and infrastructure project around the former Norton Air Force Base. The City is not paying IVDA for any portions of right-of-way being dedicated. Motion: Adopt the Resolution. Synopsis of Previous Council Action: None. Background: Since 2006, the Inland Valley Development Agency (IVDA) has been engaged in the rehabilitation and reconstruction of several regional arterial roadways and transportation corridors around the former Norton Air Force Base. To date, the IVDA has completed road widening and infrastructure improvements along Tippecanoe Avenue (from the Santa Ana River north to Harry Sheppard Boulevard); Central Avenue (from Valley View Avenue to Mt. View Avenue); and Lena Road (from Central Avenue south to Orange Show Road). During the course of design, entitlement, and construction of these projects, the IVDA acquired interests in multiple affected properties which were required in order to construct full width street improvements. These various parcels are now ready for conveyance to the City of San Bernardino, which upon acceptance, will allow the full width roadways to become fully dedicated public streets. The primary instruments for conveyance will be an easement for street and highway purposes using the City's standard form, where IVDA acquired the property in fee or a quitclaim deed in those instances where IVDA acquired prior easements or other property rights and the City will acquire those same rights. The attached resolution authorizes the City Clerk to accept the easements and quitclaim deeds to facilitate dedication of right-of-way of the now improved portions of the aforementioned roadways.
