Justification/Reason for Request a
The Fire Deparment seeks to hire one(1)Firefighter/Paramedic Trainee,effective
November 5,2013. The hiring will fill a currently vacant Firefighter/Paramedic Trainee
position. The approval of this request will reduce overtime expenditures within the Fire
Department and provide additional Firefighter/Paramedic Trainees available for daily
staffing of fire stations. Council approved the hiring of(9)Firefighter/Paramedic
Trainees on October 21,2013; one(1)of those Firefighter/Paramedic Trainees has
declined the position. Hiring this Firefighter/Paramedic Trainee will bring the number
hired back up to nine(9).

INSTRUCTIONS
Complete memo and submit to Human Resources for review and approval with:
- Personnel Action Form (PAF)
- Current organization chart stowing where the position fits into the department
- Copy of conditional offer letter for new hires
After review, HR will confirm with the Finance Department that the position is vacant,
funded, and approved to fill. Once Finance provides verification, HR will submit all
documents to the City Manager for approval Once approved by the City Manager,
Human Resources and Civil Service will process for MCC approval.

As a result of the elimination of the Deputy Director and Administrative Services Manager °o
positions within the department,the position of Management Analyst was approved through the 2
Pendency Plan. Since the Management Analyst classification only exists within the City c
Manager's office, the establishment of an Administrative Analyst I (Flex) was authorized by the E
Mayor and Common Council on October 21, 2013.

This position is critical to the department in that it performs professional analytical and Q
management support of departmental functions, programs, goals and objectives. This position
will also maintain oversight of the department's budgets and/or grant-funded programs, and will
prepare staff reports and exhibits in accordance with established policies.
Many of the higher-level tasks within the department needing attention have been extensively
delayed or have failed to move forward because the duties were significantly outside the scope
of the department's existing staff.
During the interview process, Demetra Moore exhibited self-confidence, motivation, and
understanding of budgetary analysis. She provided documented evidence of cross training and
budgetary processing. She was well prepared and had extensive knowledge of the current
fiscal crisis. It was evident that she researched this position and had a firm historical perspective
regarding the City of San Bernardino. She would be an asset to this department.
