Synopsis of Previous Council Action: 04/22/13 The Mayor and Common Council approved Resolution No. 2013-76, adopting the City's Final Budget Document for Fiscal Years 2012/13 and 2013/14. 09/03/13 The Mayor and Common Council directed Public Works to proceed with construction of the subject projects. Background: On April 22, 2013, the Mayor and Common Council approved Resolution No. 2013-76, adopting the City's Final Budget Document for Fiscal Years 2012/13 and 2013/14, which included the subject paving projects. This construction contract combines three locations (Del Rosa Avenue, Highland Avenue, and Mt. Vernon Avenue) into one project. This project primarily provides for pavement rehabilitation on the three streets. The project also provides curb access ramps and localized sidewalk repairs in accordance with the Americans with Disabilities Act (ADA) requirements on the subject roadways. During the regular meeting of the Mayor and Common Council, on September 3, 2013, the Public Works Department was directed to proceed with construction of the subject projects. The project was advertised for bids on September 10, 2013. Local advertising for project bids included the San Bernardino County Sun Newspaper, F. W. Dodge Company (Monrovia), High Desert Plan Room, Construction Bid Board, Inc., San Diego Daily Transcript, Bid America Electronic, iSgFt Plan Room, Reed Construction Data, Construction Bid Source (CBSI), Bid Ocean, Inc., and the City of San Bernardino Chamber of Commerce. Information and electronic copies of the construction documents were also posted on the City's website. A total of four bids were received and are listed below: Table 1: NAME OF BIDDER CITY AMT. Engineer's Estimate $ 982,035.00 After a complete review of the four sealed competitive bids and verification of mathematical calculations and certifications, staff has determined that All American Asphalt is the apparent Updated: 10/9/2013 by Olivia Wolff Packet Pg.418 .�3 2706 low bidder and has met the minimum requirements of the bid specifications and guidelines. Based on the above information, All American Asphalt is the lowest responsible bidder and staff recommends that the contract be awarded to them. The estimated project costs are as follows: Table 2: TOTAL COST Bid Amount $ 990,000.00 Contingencies (10%) $ 99,000.00 Subtotal Construction Cost $ 1,089,000.00 Design, Construction Management& Inspection $ 59,200.00 Total Estimated Construction Cost $ 1,148,200.00 In order to award the contract, staff recommends that the Director of Administrative Services be authorized to amend the FY 2013-14 Budget to increase the budgeted amounts approved in Resolution 2013-76 by the amounts shown below, using previously unallocated Measure I funds (Fund 129). Owners along the three roadways have been notified about the planned construction work activities, including the San Bernardino City Unified School District, Hunt Elementary School (work is nearby but not adjacent to the school), Fiscalini Field, Perris Hill Park, San Bernardino Valley College, the State Department of Transportation (Caltrans) and SB Direct. Abutting property owners have been notified via letter of the proposed project. The work will be coordinated so as to minimize impacts to the San Bernardino Valley College, businesses and other facilities along these three roadways. The project includes replacement of pavement reinforcing fabric beneath the asphalt concrete pavement overlay on Mt. Vernon Avenue. This will help to increase the longevity of the pavement by providing an interlayer that reduces reflective cracking to the surface. On Highland Avenue, the project includes milling (removing) 3 inches of deteriorated asphalt concrete pavement, and replacing with 1'h-inch of new pavement, thereby lowering the crown elevation. A lowered crown will allow smoother and more efficient vehicular movement from the adjacent Updated: 10/9/2013 by Olivia Wolff Packet Pg.419 2706 driveways and side streets, by reducing the roadway cross-fall (side slope), and improving the overall operational characteristics of the roadway. Inspection staff will work with the contractor to help minimize construction-related impacts, and to ensure that the roadway rehabilitation work is conducted as quickly as possible, while ensuring the integrity of the work.
