As was the case last year, San Bernardino County received approximately $2.4 million to be distributed to local police departments through the San Bernardino County Police Chiefs and Sheriff Association. Again, consistent with last year, the San Bernardino Police Department is receiving $816,140. The distribution amount to SBPD, as well as other agencies in the County, is based upon the number of state prisoners released back into the community and the potential impact of realignment. i There are several factors that outline the appropriate use of funding. Specifically, funding should be used in a manner that addresses the impact of realignment; it should be used collaboratively with San Bernardino County Probation efforts to manage the probationer population, and should focus on best and promising practices that address serious violent crime and habitually non- complaint offenders. Funding cannot be used to supplant existing resources. The Police Department used the last cycle of funding to address several areas related to crime. The primary use was to fund directed patrols in areas of the City experiencing an increase in violent crime; these were police officers deployed, in addition to existing resources, and assigned to specific areas of the City. Additionally, funding was allocated to upgrade several areas of technology that allow staff to better utilize information and data to track criminal behavior, including several upgrades in our computer infrastructure as well as improvements in our crime analysis capabilities. Funding is also allocated to a part-time Crime Data Technician position to track serial offenders as well as enhancements in our ability to use DNA to solve crimes. This funding cycle will be used in a similar fashion as last year's funding with a majority being allocated to directed enforcement efforts ($466,140). Approximately$75,000 will again be allocated to DNA testing to allow our investigators and officers to better solve crime and the Police Department will continue to address technology concerns making upgrades where needed ($45,000). The Crime Data Technician position that was funded with last year's money will again be funded through the end of FY 14/15 ($30,000). Approximately $50,000 will be allocated to local faith-based organizations that provide positive assistance in the prisoner reentry process. Additionally, $150,000 will be allocated for enhancements to the City's Crime Camera system. This is the second distribution of funds under this program. It was originally believed that the funding would be allocated by the State for at least to three years.
