(#2727) Current Business Registration Certificate: Not Applicable Financial Impact: Funds will need to be transferred from account number 001-200-0047-5111 (General Fund) to account number 001-200-0047-5011 (General Fund) in the amount of$13,700 (rounded) to offset the difference in cost for the Fire Prevention Officer position. Motion: Adopt the Resolution. Synopsis of Previous Council Action: On October 10, 2013, the Personnel Committee Chairman recommended that the proposed item be forwarded to the Mayor and Common Council for adoption. Background: Duties of the Fire Prevention Technicians are restricted to providing inspections and examinations of multi-family residential properties only. With decreased staffing department- wide and within the Fire Prevention Bureau, it is hereby requested that the vacant, funded, Fire Prevention Technician position be reclassified to Fire Prevention Officer to enable the department to meet the demands for new construction and other inspections within the City. ANALYSIS Fire Prevention Technician is distinguished from Fire Prevention Officer in that incumbents in the latter class hold peace officer status and are responsible for a broader range of inspection and enforcement activities for public buildings and other buildings of public assembly. During the final fiscal yr. 12/13 all billing for the commercial inspection program was stopped in the final 4 months of the year due to lack of staffing within the Fire Prevention Bureau. With retirements, departures, and reduced staffing levels our obligation to inspect and bill ceased. In 2010-11 we had a total of five Fire Prevention Officers; four of which were assigned to the Commercial program the other was assigned to the Multi-family program. In 2012-13, it decreased to three Fire Prevention Officers, with two assigned to the Commercial Inspection Program and the other assigned to the Multi-Family program. In 2010-11 the Fire Prevention Bureau generated a total of$1,182,856.52. Last fiscal yearl2/13 the Fire Prevention Bureau generated a total of$1,004,880.70, without the four months of billing which equate to approximately $122,000. In 2010-11 we generated $177,975.82 more than in 2012/13 due to increased staffing levels in prior years. Reclassify one (1) Fire Prevention Technician position, Range 1410, $3431- d a. 4170/month, to Fire Prevention Officer, Range 1450, $4188-5091/month. 2. Delete one (1) Fire Prevention Technician position, Range 1410, $3431 - U- $4170/month. N M 3. Authorize the Human Resources Division Manager to update Resolution No. 97-244 to reflect these actions. 4.
