Financial Impact:
Funding for this position is available as a result of the deletion of the vacant Human Services
Program Manager position, which was budgeted at$92,000 including benefits for the FY 13/14.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On October 10, 2013, the Personnel Committee Chairman recommended that the proposed item
be forwarded to the Mayor and Common Council for adoption.
Background:
The position of Management Analyst was approved through the Pendency Plan as a result of the
elimination of the Deputy Director and Administrative Services Manager positions within the
department. Since the Management Analyst classification only exists in the City Manager's
office, the establishment of an Administrative Analyst I (Flex) would be ideal. Both
classifications fall under the same salary range.
The position is critical to the department in that it performs professional analytical and
management support of departmental functions, programs, goals and objectives. This position
will also maintain oversight of the department's budgets and/or grant-funded programs, and will
prepare staff reports and exhibits in accordance with established policies. Currently, duties that
would be assigned to this position have been undertaken by various staff members,but the duties
1 are significantly outside of the scope of their respective job responsibilities. As such,many of the
tasks within the department needing attention have been extensively delayed or have failed to
move forward.
To improve department operations and to provide continuity throughout the City regarding job
classifications, the department is requesting the establishment of one (1) Administrative Analyst
I (Flex) Employee, full-time, position to the Parks, Recreation and Community Services
Department. This position will be assigned to the Administration Division.
