This position has been vacant since July 2, 2013. Why is it critical to fill this position? What options were considered? It is critical to fill this position to ensure that the City, and departments within the City, comply with legal mandates and reduce growing workloads. Responsibilities for the Human Resources Analyst will include: overseeing the benefit administration activities, conducting classification and compensation studies, assisting in the development of personnel policies and practices, participating in meet and confer sessions with multi bargaining groups and other Human Resources related tasks and projects. Since this position has become vacant, these duties have fallen onto the Human Resources Division Manager which is causing huge delays on response time with high level employee relation issues as well as any time sensitive matters that requires immediate attention. In an effort to improve efficiency, comply with legal mandates and provide timely service, filling the vacant position immediately will ease these delays and response time. i Staffing the Human Resources Analyst will free up the Division Manager to perform City Wide Strategic outsourcing work, which will have greater operational reorganizational benefit. In addition, worker's compensation process improvement work is ongoing and involves a larger amount of the Division Managers direct effort.
