It does not include non-encumbered reoccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: None. Background: The Police Department, in recent months, has received many emails regarding the health and welfare of animals at the Shelter. We do not have scheduled veterinarian visits at the Shelter to better help mitigate illness and injuries. The current practice involves taking sick and injured animals to General Dog & Cat Hospital or an after-hours emergency veterinary clinic once the illness or injury is identified. There is no preventative measure in place where animals are evaluated by a licensed veterinarian at the Shelter to forecast future animal care needs. Having a visiting veterinarian on-site would help mitigate illness prior to manifesting into something that would affect the entire Shelter as well as re-examining those animals that have received treatment to see if they are responding to medication given. Veterinarian expenditures, not including vaccinations, for FY 2012/13 were $32,500. Expenditures for FY 2013/14 have been thus far been recorded at $7,139. At this rate, veterinary treatment could reach upward of$85,000 if action is not taken. Dr. Zeilinski of General Dog & Cat Hospital, our current veterinary vendor selected through a request for quote process based on cost and location, was consulted regarding an animal care Updated: 10/2/2013 by Richard D. Luczak I Packet Pg.405 la l; 2687 program where a licensed veterinarian would visit the Shelter bi-weekly and evaluate the animals in the our care. Dr. Zeilinski stated that this would be feasible and that he would have an associated licensed veterinarian handle the Shelter visits. The cost per visit would be $150.00/hour and it is estimated that the visit could last upward of two hours. If the care program were to incorporate a bi-weekly visit, then the weekly cost is estimated at $600 or $31,200 per year. Financial Impact: The FY 2013/14 budget for veterinary services is $17,500 with General Dog & Cat Hospital ("GD")and $12,000 for emergency after-hours treatment with Animal Emergency Clinic in Grand Terrace("GT"), a separate vendor. Using funds from the Animal Control Shelter Services ' account there is expected to be a positive impact on reducing projected veterinary expenditures should the Shelter remain status quo.
