Synopsis of Previous Council Action:
None.
Background:
The Public Works Department consists of four divisions - Engineering, Fleet, Integrated Waste
Management, and Operations & Maintenance. The Administrative Analyst II position assists the
various divisions with Council Actions, planning, finance, budgeting, CIP, Sewer Master Plan,
and IWM & Sewer rates.
In May 2012 the position was left vacant and was occupied with a Higher Acting Staff person.
The Higher Acting employee accepted another position within the City and departed Public
Works May 2013. When adjustments to the budget were made in February 2013, the Public
Works Department was notified the "vacant" Administrative Analyst II position was un-funded.
This position is vital to the operation of the Public Works Department and provides a liaison
between Public Works, Finance, City Clerk, and a variety of departments.
Staff recommends that the Mayor and Common Council of the City of San Bernardino authorize
a budget appropriation in the amount of $95,000 for a full-time Administrative Analyst II
position in the Public Works Department and authorize the Director of Administrative Services
to amend the FY 2013-14 budget by transferring $40,000 from Sewer Line Maintenance Account
No. 132-400-0000-5014 "Temporary Part-Time Salaries" to Sewer Line Maintenance Account
