Justification/Reason for Request
This position is a grant-funded entry-level position within the Senior Nutrition Program.
The employee is responsible for daily administrative duties in the office (recordkeeping,
cash handling and reporting, clerical assignments, food and supplies purchasing, kitchen
help substitution) in support of the Senior Nutrition Program. Two candidates are being
hired to fill a 40-hour budgeted role at multiple meal serving sites. When the Recreation
Specialist in the position received the vacant Food Services Supervisor Il position for the

Senior Nutrition Program a year and a half ago, the position remained unfilled during a
period of hiring freezes and bankruptcy filing. New Federal healthcare mandates have
placed a cap on work schedules for these employees at 29-hours per week. Hence, this
has caused the need to hire two part-time candidates.
Delaying the hiring process will result in poor performance from the Supervisor who
currently hasn't enough time to manage all aspects of the program, jeopardizing cash
handling deadlines, inspection report action plan responses, grant recording/reporting
mandates,and overall health and safety requirements of the Program.

This position is critical in the sense that the Administrative Analyst II oversees a
approximately$50,000.00 budget of the Public Works Department. A cohesive total
budget management will benefit the Public Works process. At this time the budget is
being monitored and managed by the director and the division managers.

Why is it critical to fill this position?
This position oversees the entire department budget for the Public Works Department.
What options were considered? Continue the existing method leaves the department
without the budgetary expertise that is necessary to run efficiently and effectively. Also a
large amount of time is spent by managers,who have other critical assignments to
manage.

What is the potential impact of keeping the position vacant in terms oV This would not
be practical. The City and department needs proper budget management and we may
miss grant opportunities.

If hiring at a salary above step 1,why? Hiring at step 12 at an annual salary of
$64,992.00. Mr. Rodgers has a Bachelor Degree from Cal Baptist University and Public
Works experience extensively in budget, solid waste, and environmental. He has worked
in San Bernardino for nine(9)years as an Analyst and IWM Manager. He also has
experience in other locations with the County of San Bernardino as an Analyst.
Mr. Rodgers is current on the rules and regulations government accounting and Public
Works. He will be able to start with very short learning curve. Budget control is critical n

Justification/Reason for Request
The Environmental Projects Specialist(EPS)position was previously held by
Chis Lopez who has since been promoted to the City Manager's office.The EPS
position became vacant on May 20,2013.

It is critical to fill this position because the position's main responsibility is to
provide the mandated annual reporting requirements for recycling,hazardous
waste,used oil, and diversion rates to the State of California.Also,without the
position filled,the City of San Bernardino could miss out on State granted funds
for environmental programs for which the Environmental Projects Specialist is
responsible. The options that were'considered were to leave the position vacant
and for the City to no longer have the countless opportunities of State funded
grants for the City to capitalize on for the benefit of the City and its Citizens.
Holding the position vacant will deeply diminish the countless opportunities for
the City of San Bernardino as a whole to capitalize on Environmental grant funds
from the State to educate,promote,implement and improve environmental
programs for the City.

Justification/Reason for Request
- The Environmental Projects Manager(EPM)position was held by Deborah Allen.
The Integrated Waste Management Division staff has concluded that the EPM
position would be better served by underfilling with an Environmental Projects
Specialist(EPS).The EPM position became vacant on November 30,2012.

It is critical to fill this position because the positions main responsibility is to
provide the mandated annual reporting requirements for recycling,hazardous
waste,used oil,and diversion rates to the State of California.Also,without the
position tilled,the City of San Bernardino could miss out on State granted funds
for environmental programs for which the Environmental Projects Specialist is
responsible. The options that were considered were to leave the position vacant
and for the City to no longer have the countless opportunities of State funded
grants for the City to capitalize on for the benefit of the City and its Citizens.
- Holding the position vacant will deeply diminish the countless opportunities for
the City of San Bernardino as a whole to capitalize on Environmental grant funds
from the State to educate,promote,implement and improve environmental
programs for the City.

- It is critical to fill this position because the position is needed to provide extra
necessary help to the Integrated Waste Management Division(IWMD) such as
delivering trash receptacles to residents, inventory IWMD warehouse, and fulfill
numerous IWMD administration duties. Options that were considered were
allowing overtime to fulltime and/or ERHL employees due to being short staffed.
By continuing to hold this position vacant,it will continue to leave the Integrated

As part of the reorganization of the Finance Department is the position of Principal 0
Accountant. This position was authorized by the Mayor and Common Council on >_
September 16,2013. A recruitment for the position was made by Civil Service and
Yolanda Rodriquez was the successful candidate. Yolanda Rodriguez has been working a,
with the City since August 5,2013. She has already started work on Housing&Urban o
Development(HUD)/Community Development Block Grant(CDBG)compliance
issues,developed a written policy and procedure guideline for CDBG,evaluated the
current grant programs and made recommendations to improve the tracking over of$12 E
million dollars of annual grants. She will be instrumental in working with contract
Economic Development Agency(EDA)staff to integrate their finance information into
the City's Successor Agency accounting program and is helping with completing the Q
current audit.
Yolanda brings twenty-three years of supervisory,complex professional accounting and
office management experience from both the private and public sectors. The last thirteen
years with the City of Chino as a senior accounting professional. Yolanda has brought to
San Bernardino much needed experience in financial reporting,Comprehensive Annual
Financial Report(CAFR)preparation,fixed assets,capital improvement project tracking,
bank reconciliations, cash&investment management,redevelopment activity, complex
finance software implementation, audit&year-end processing,complex journal entries,
debt service, and internal audits and controls.

In addition to Yolanda's governmental experience, she has an MPA from CSUN,a BS
with an Accounting concentration from CSUSB,and possesses a Governmental
Accounting Certificate from CSU Riverside.
With Yolanda's years of governmental fund accounting expertise she has been able to
"hit the ground running"and will be helping the City complete essential projects
including both the 2011-12 and 2012-13 audits, grant accounting reconciliation,
completion of the software conversion of fixed assets,capital improvement project
tracking,and other critical complex accounting analysis and implementation. She will
also be an important resource for helping complete the implementation of the new
finance software implementation, including the yet to be completed New World Payroll
module.

1. The Finance Department has been faced with several significant challenges over
the last two years. The first is the loss of key finance staff resulting in the vacancy of
CO
nine positions including the top four positions in the department along with several key N
accountants. In April,the MCC authorized the contracting out of the top four positions in
the department and the authorization to add two additional accountant positions. Yolanda R
will help fill one of the key Accountant positions and bring critical complex government 0
accounting experience to the City on a go forward basis as a City employee. _

A recruitment to fill the Accountant I positions was completed by the City several months
ago,that resulted in not identifying any qualified applicants that met the direct needs of �°
the City of San Bernardino. These needs included people who had extensive complex w
government fund accounting experience.

2. The second significant issue that impacted the accounting staff two years ago was a
a new complex finance software system that was to be implemented within a very short a
time period and without the support of additional staff or outside technical support. This
project along with the filing of the bankruptcy has put the staff and the City behind on
many essential accounting functions and reports. Yolanda has experience successfully
implementing a complex finance software system in the City of Chino.
3. Third,the City is now responsible for the day-to-day accounting for the
Redevelopment Successor Agency due to the States elimination of RDA's in California,
which in the past has been handled by a separate legal EDA(aka RDA) entity. Yolanda
has RDA accounting experience and will be an asset to the City helping complete the
semi-annual ROPPS filing and new successor agency related accounting requirements.
